- Page 4 of 4 PRESOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) 36E79721R0032 for the Department of Veterans Affairs (VA) to procure the following nine groups of plastic vials, bottles, and caps as follows: Groups 1 4 are for vials. VA logo must be printed on caps in a minimum of two colors for Group 1 & 2 (Groups 3 & 4 are requirements for IHS and BOP; no VA logo). Products for Groups 1 4 must be compatible with the current calibration of ScriptPro automated equipment. Group 5-9 are for bottles that do not require calibration with ScriptPro machines and may be awarded separately from Vials by Group. GROUP 1 & 3 Amber vial, plastic, round, minimum 4-1/8"" circumference, minimum 2"" high, for use with safety caps (press down and turn) and non-safety snap caps; one-piece closure, no fitment. Vials and caps must meet USP light transmission and moisture tight container requirements. Vial opening instructions must be legibly embossed or permanently marked in contrasting color on cap surface VIAL, PLASTIC CHILD RESISTANT 9DR VIAL, PLASTIC CHILD RESISTANT 13DR VIAL, PLASTIC CHILD RESISTANT 16DR VIAL, PLASTIC CHILD RESISTANT 20DR VIAL, PLASTIC CHILD RESISTANT 30DR VIAL, PLASTIC CHILD RESISTANT 40DR VIAL, PLASTIC CHILD RESISTANT 60DR SAFETY AND NON-SAFETY CAPS REVERSIBLE CAPS GROUP 5 Jars, Ointment: Opaque, white, polypropylene (PP) plastic ointment jar, single walled, molded screw caps. Must meet USP light transmission and moisture tight container requirements. Capacity requirements (size) and estimated annual use listed below: 1 ounce 2 ounce 4 ounce 8 ounce 16 ounce GROUP 6 Bottles, Liquid: Amber, polyethylene terephthalate (PET) resin, single walled, child-resistant cap with embossed opening instructions. Bottle to contain graduated markings. Must meet USP light transmission and moisture tight container requirements. 2 ounce 3 ounce 4 ounce 6 ounce 8 ounce 12 ounce 16 ounce GROUP 7 Bottles, Dropper: Amber glass bottle and pipette with rubber bulb cap. Must meet USP light transmission and moisture tight container requirements. 1 ounce GROUP 8 Bottle, safety cap, wide mouth packer, screw neck, round, opaque white high-density polyethylene with child-resistant (palm and turn) type cap. Bottles and caps must meet USP light transmission and moisture tight container requirements 80 dram (300-325cc) 105 dram (400-425cc) 130 dram (500-525cc) GROUP 9 Bottle, safety cap (controlled substance) round, translucent natural, soft plastic, high density polyethylene, 1-7/16"" diameter, 2-1/8"" high, screw neck, with child-resistant closure safety cap. Cap to provide a tamper evident seal when applied. 8 Dram 30cc Estimated annual quantities are available upon e-mail request. The estimated quantities are for VA, Bureau of Prisons (BOP) and Indian Health Service (IHS). The Government is specifying no particular package/case size; therefore, any commercial package size is acceptable. The package size will not be evaluated, only price of the vials/bottles and caps. Potential Offeror s shall provide the VA with one sample of each line item they submit an offer for. Samples will be evaluated to ensure they meet the requirements noted above and for vials to ensure compatibility with the CMOP dispensing machines. These samples will not be returned to the contractor. The contract period will be for one year with two one-year options. The contract items will be distributed through the VA Pharmaceutical Prime Vendor. If the offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period. OFFERS ARE NOT BEING SOLICITED AT THIS TIME. Solicitation will be electronically issued in commercial item format in accordance with FAR Part 12 on or about April 20, 2021, with a tentative closing date of May 4, 2021.
