- Description
- This is a notice of intent to award a sole source contract to EMS Technologies Canada, Ltd (a subsidiary of Honeywell Technology Solutions, Incorporated). The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO), Search and Rescue Satellite-Aided Tracking (SARSAT) Program has a requirement for continued operations and maintenance (O&M) and further system upgrades of the three (3) existing Geostationary Earth Orbit Local User Terminals (GEOLUT) at the NOAA Satellite Operations Facility (NSOF). Additionally, the antennas of the GEOLUTs are approaching their expected end of useful life and should be replaced due to parts obsolescence and decreased system performance. This contract will allow the option to procure and install new antennas for the operational GEOLUTs.�� A sole source justification is being prepared in accordance with FAR Subpart 6.302-1, 41 U.S.C. 3304(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements due to EMS�s proprietary GEOLUT operating system and database management software. The contract will have a period of performance of one (1) base year with four (4) one-year option periods and the Government anticipates award in September 2021. This notice is not a request for competitive quotes or proposals. However, vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services may submit substantiating written documentation to the Contracting Officer and Contract Specialist listed below within ten (10) calendar days of this notice. Information received will be considered solely for the purpose of determining whether, and how, to proceed with the planned sole source acquisition for these requirements. A determination by the Government not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Government.
