Pre-Solicitation Special Notice for the Enterprise Cloud Management Agency (ECMA) Common Shared Services Requirement Summary: Army Contracting Command � Rock Island (ACC-RI), on behalf of Chief Information Office (CIO) Enterprise Cloud Management Agency (ECMA), intends to post a solicitation no later than 30 April 2021 for an Enterprise Common Shared Services provider to takeover, expand and continuously improve upon cARMY Common Shared Services in order to reduce complexity, increase security, eliminate duplication of effort, and increase Army-wide adoption of cloud computing technologies. This work may include extending these services into additional Cloud Service Provider (CSP) regions, additional CSPs, and classifications as customer priority dictates. The Army desires that cloud access and infrastructure be brokered by automated, on-demand, self-service, templated designs and services to the maximum extent possible, as is done in the commercial world. As efficiencies are gained and environments are optimized, cARMY will be the enduring cloud footprint for all Army general-purpose needs. There are currently 11 Applications/Systems (hereinafter referred to as �applications�) authorized for use within cARMY, with 10 additional applications in the onboarding process. For planning purposes, the vendor shall assume that the Army will migrate between 20 and 40 applications into cARMY in the base contract year, 50-100 applications in the first option year and 100-150 applications in the second option year. This number may include some large applications, such as the Army�s Enterprise Resource Planning systems. The Army desires to keep pace with commercial best practices and services and maintain parity across ILs to the greatest extent possible. The Army desires that cloud access and infrastructure be brokered by automated, on-demand, self-service, templated designs and services to the maximum extent possible, as is done in the commercial world. This contract action will directly support the Army Data Plan and Army Cloud Plans by decreasing time to field software and standardizing security and common services. Objective: The objective of this solicitation is to maintain and continually refine and enhance existing Enterprise Common Shared Services; develop and maintain new Enterprise Common Shared Services; and identify, test, document, and inculcate common processes, tools and procedures to minimize burden on application owners working through the Risk Management Framework (RMF) process. Implied in this effort is the need for the continuous integration, testing, deployment, and updating of the environment�s Authorization to Operate (ATO). Enterprise Common Shared Services are those services that support application operations in the cloud, such as domain name services, network time protocol, remote access, file transfer, directory services, authentication and access, etc. The services can be provided by the Government or by contractors, but must be approved for operation by a Government Authorizing Official using the DoD RMF. These services are provided by cARMY for all tenant projects, applications, and services of the cARMY hosting environment or any other approved cloud hosted project and are not managed by the application owner; however, the application owner can inherit controls from the environment ATO. Contract Vehicle to be utilized: The Government completed extensive market research regarding this procurement. It was determined that GSA MAS vehicle, SIN 518210C Cloud and Cloud- Related IT Professional Services, contains the appropriate scope and flexibility to secure an Enterprise Common Shared Services due to a wide non-static vendor pool and appropriate labor categories for cloud services. The fairest way to compete and offer opportunity to all businesses is to solicit this requirement as a full and open competition against the GSA SIN 518210C Cloud and Cloud-Related IT Professional Services.
