Description
NOTICE OF INTENT��� The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 13.106-1(b)(1) Devicor Medical Products, Inc., of 300 E Business Way FL 5, Cincinnati, OH, 45241-2384 for the delivery of the described requirement in support of the Naval Medical Center (NMC), Portsmouth, Virginia. The requirement is for Naval Medical Center (NMC) Portsmouth has a requirement for one (1) Beta/Gamma Detector [Device Code: 11-825], one (1) transport/storage cart, one (1) AC Power Cord, two (2) operator manuals, and two (2) service manuals for Naval Medical Center (NMC) Portsmouth. Naval Medical Center (NMC) Portsmouth has a requirement for one (1) detector, beta/gamma radiation [11-825]. The gamma radiation detection unit shall be capable of detecting radioactive isotopes injected to locate and biopsy sentinel nodes during surgeries related to breast cancer and melanoma. The unit shall be able to detect individual counts for radioactive tracer and radioactive seed simultaneously. Simultaneous detection is critical for accurately locating the target tissue. It increases accuracy. The unit shall not require any calibration for full functionality. Calibration requires time and training, and introduces a human factor, potentially leading to incorrect detection. The unit shall be compatible with the installed base of neoprobe model 1017 probes. The unit shall be able to utilize reusable probes. The unit shall be able to wirelessly connect to multiple probe options via Bluetooth. The Bluetooth is easier to use, better for patient care, less complex, and it lowers procedure times.� The unit shall be able to display an on screen target count. The display screen is necessary because without the display screen you would not be able to know what the count is. The onscreen provides quantifiable data.� The unit shall include a transport and storage cart. The power requirements are 110 VAC, 60 Hz. The vendor shall provide two (2) operator manuals and two (2) service manuals. Contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM.� All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The system, including claims made for the product, shall be compliant with Food and Drug Administration (FDA) regulations, with respect to marketing and delivering medical products for use in the United States of America.� These requirements shall apply even if delivery is requested outside of the United States of America. The system shall be installed in compliance with OSHA requirements. NAICS Code: 334519- Other Measuring and Controlling Device Manufacturing. The small business size standard, for NAICS Code 334519, is 500 employees. There are no set aside restrictions for this requirement.� This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 11:00 AM Eastern Time, 6 May 2021.
