Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with�Arrowhead Forensics�(Lenexa,�KS) for the purpose of procuring�a color FSIS and accessories.�This color FSIS, the Dual 77 LASER, and all accessories are specifically adapted to be used in conjunction with the current FSIS systems in the Latent Print Operations Unit (LPOU). This FSIS and the accompanying accessories are designed and sold by a single vendor for the sole purpose of providing a new FSIS and optimizing the FSIS as it is used by the LPOU.�The�LPOU already has FSIS in place and requires them to be optimized for use in casework.�The products being requested must be the exact products and currently�Arrowhead Forensics�is the only vendor able to provide these exact products. The FSIS are designed to have components used interchangeably and when deployed by HEAT, the disaster squad, or when necessary; therefore, it is essential that LPOU receive these exact products.� Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical�members of the government and scientific community. The LPOU currently owns�six (6)�FSIS that share the same accessories. The requested color FSIS must be compatible with the current FSIS being used�in order to�work with the systems and to provide optimization of use in house and during deployments. Currently Arrowhead Forensics is the only manufacturer and distributor of the FSIS.� This notice will be distributed solely through the General Services Administration�s beta.SAM.gov website (www.beta.SAM.gov).� Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement�is�334516���Analytical�Laboratory Instrument�Manufacturing; the size standard is�1,000 employees.� The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting�Christina�Wheeless�via email only at�CMWheeless@fbi.gov, no later than 1:00pm (Central) on�Thursday, May�6,�2021.� Responses sent via other means (i.e.�via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining�whether or not�to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.�� Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.�
