Description
The Navajo Area Indian Health Service (NAIHS), Kayenta Health Clinic located in Kayenta, Arizona intends to negotiate a non-competitive contract with Navajo Tribal Utility Authority, Hwy 12 N, Ft. Defiance, AZ 86504 for area-wide network upgrade and internet services pursuant to statutory authority 41 United States Code (USC) 1901, as implemented by FAR 13.501(a)(ii) which permits sole source for this acquisition. Services entail design, build, install and maintain Point-to-Point (P2P) circuits that are required between the Kayenta Health Center (KHC) in Kayenta, Arizona, and its two (2) facilities, the Inscription House Health Center (IHHC) in Shonto, Arizona and the Dennehotso Health Station (DHS) in Dennehotso, Arizona. This is a new requirement beginning date of award through September 30, 2021. The applicable NAICS code is 517311. The size standard as defined by the U.S. Small Business Administration is 1,500 employees. KHC currently utilizes an Ethernet Internet Access that connects to IHS Office of Information Technology (OIT) in Albuquerque, New Mexico via Internet Protocol Security (IPSec). The current available bandwidth capacity is 200 Mbps. IHHC is connected by managed Point to Point (P2P) Cisco Integrated Service Routers over traditional, bonded, 3 x T1 circuits for a maximum bandwidth capacity of 4.5 Mbps. DHS�s current network configuration is similar to that of IHHC with a traditional T1 circuit for a maximum bandwidth capacity of 1.5 Mbps. The network upgrade in telecommunication lines will improve the transmission speed of the Electronic Health Record and software applications between the three facilities, resulting in improved health care services to patients and enhanced productivity of administrative and clinical staff. The vendor is the sole telecommunication company on the Navajo Nation Reservation that currently has the necessary cost efficient infrastructure capacity and utility Right of Way to design, install and maintain Ethernet internet services to the Kayenta Service Unit. Any qualified business that believes it can meet the requirements may give written notice to the Contracting Specialist by May 7, 2021 at 12:00 p.m. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with requirements listed. Also, provide specifics which determine that competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurement actions. If no responses are received, the Government will proceed with the sole source acquisition with Navajo Tribal Utility Authority.
