Description
THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES NOTICE OF SOLE SOURCE INTENT The Bureau of Reclamation, Acquisition Operations Branch, intends to award a Firm Fixed Price Commercial Item purchase order to the New Mexico Institute of Mining and Technology (New Mexico Tech) continued operation and data collection at the Arroyo de los Pinos Research Station located near Socorro, New Mexico. The work includes processing samples, analyzing data to extract relationships and trends, submitting journal articles, preparing and providing presentations at relevant conferences, designing a new data collection site, and working with stakeholders and appropriate agencies to execute the development of the new data collection site. Reclamation has found the New Mexico Tech based on its proximity to the Arroyo de los Pinos research station and its extensive experience. The contract will be for one year base period, and include two (2) 1-year option periods. Reclamation cannot provide personnel or equipment to complete the requirement. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. A Determination to Solicit From a Single Source is being prepared. The Government anticipates award in May of 2021. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist, Amanda Somerville, within 5 calendar days of this notice. Responses to this notice can be e-mailed to asomerville@usbr.gov. All responses should include the vendor�s Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). The NAICS code for this effort is 541620 Environmental Consulting Services with a size standard of $16.5 million. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to submission of an offer. All invoices for this procurement must be submitted through the Department of Treasury�s Invoice Processing Platform located at www.ipp.gov.
