- The purpose of Amendment 0001 to the DRAID BOA solicitation W52P1J21R0030 is as follows: Release the responses to industry�s questions. See attachment labeled JAIC DRAID BPA RFP Questions Matrix � FINAL � 21APRIL2021 � Update the RFP and RFP attachments to reflect changes based on the Q&A. See the RFP changes in attachment W52P1J21R0030-0001 and following attachments. Changes to the attachments are highlighted in red. � Attachment 0001 � DRAID BOA Questionnaire Attachment 0002 � DRAID BOA PWS Attachment 0003 � DRAID BOA Instructions and Evaluations � Proposal response date has been extended to 05 May 2021 at 12pm CST. The U.S. Government reserves the right to not accept any proposal submission received past 12pm CST on 05 May 2021. The purpose of this solicitation is to form multiple BOAs with Offerors who can provide DRAID services to the JAIC, DoD, and the entire U.S. Government as described in the PWS. This BOA will be open for ordering to the U.S. Government in support of the DRAID. Below are common questions/themes the U.S. Government noticed when reviewing industry�s questions. 1. What is the purpose of the BOA? Do Offerors need to submit pricing information with proposals? No, the purpose of the BOA is to establish one pool of vendors for future DRAID requirements. No actual work is being performed at the BOA level, therefore, no pricing is required for submission. Future requirements (Task Orders), IAW the services listed in the DRAID BOA PWS, will be competed under the DRAID BOA. Only DRAID BOA holders will be allowed to compete on these future requirements (Task Orders). 2. Question 6, Technology Outreach Programs, from Attachment 0001 � Questionnaire. This question has been deleted. Attachment 0001 � DRAID BOA Questionnaire and Attachment 0002 � DRAID BPA Instructions and Evaluation Criteria have been updated accordingly. 3. Can all BOA holders compete on any DRAID BOA Task Order? Yes, however, the Requiring Activity may determine set asides and/or establish limitations based on the individual needs at the Task Order level. 4. Can a traditional contractor-subcontractor submit a proposal at the BOA level? No, only CTA contractor-subcontractor(s) relationships are allowed at the BOA level. Traditional Contractor-Subcontractor relationships may be allowed at the Task Order level, as determined by the Ordering Activity. 5. Will the U.S. Government allow CTA subcontractors to submit responses and support documentation for the optional task questions, questions 6-18? No. For Offerors submitting proposals as a CTA, the U.S. Government's intention is to onboard CTA primaries with core experience in at least one of the AI data preparation services listed in optional tasks Q6-18, rather than onboarding CTA primaries with core experience in program management functions.
