Questions received during the session / event may receive a response after the event and all responses to questions during the event will be posted to beta.SAM. No Controlled Unclassified Information (CUI) will be discussed during the event. ** Updated 31 March 2021 to provide Virtual Question and Answer (Q&A) Session information.� The Virtual Q&A session is scheduled for 13 April 2021, 10:30 a.m., Pacific Standard Time.� The purpose of the session will be to provide an overview of the solicitation and respond to previously received questions.� Virtual Q&A attendance is open to any interested parties who are considering performing as a prime or subcontractor who have selected NAICS 332993 in 52.219-1 of their SAM representations and certifications.� Please request an invite by providing the following information to brett.markle@navy.mil�and kimberly.hammit@navy.mil:� � Company Name CAGE Code or DUNS number Names and email addresses of each attendee who will receive an invite Whether your interest is as a Prime or Sub Contractor Upon verification of NAICS 332993 in your SAM representations and certifications IAW FAR 52.219-1, via beta.sam.gov, a link will be emailed to each individual named in the request at the email address provided therein to a virtual Microsoft Teams meeting. ** **Updated 24 March 2021 to clarify instructions for requesting access to solicitation attachments:� Please email a current DD-2345 to kimberly.hammit@navy.mil and brett.markle@navy.mil.� Note that the Duty Custodian listed in the DD-2345 is the only individual to whom the access may be granted. ** MK54 Lightweight Torpedo (LWT) MOD 0 Unique Kits and MOD 0 MOD 1 Common Parts The solicitation number for this requirement is N0025319R0015. �(NOTE:� N0025319R0015 replaces N0002419R6405, which was utilized for this requirement�s 11 April 2019 FedBizOps (FBO) sources sought notice.) This solicitation notice and its attachments supersede all the draft information and draft documentation provided in the preceding pre-solicitation and special notices.� The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport, in support of Program Executive Office Submarines (PEO SUB), is issuing a solicitation for MK54 Lightweight Torpedo (LWT) MOD 0 unique kits and Common Parts kits (i.e. parts that can be used for MK54 LWT MOD 0 or MOD 1).� The solicitation is for procurement of MOD 0 unique kits (i.e. Processor Group Assembly (PGA) and W4 cables); Common Parts kits (i.e. Control Group Assembly (CGA), Inertial Measurement Unit (IMU), fuel tank, and afterbody upgrade kit); Exercise Fuel Tank kits; MOD 0 and Common Parts Proof of Design (POD) kits; MOD 0 and Common Parts Proof of Manufacture (POM) kits; as well as warranties, spares, Provisioned Item Order (PIO) material, production support material, production support engineering, and hardware repair services, as required. � The solicitation is to meet both U.S. Navy (USN) and Foreign Military Sales (FMS) requirements and includes Fixed Price Incentive (FPI), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Cost only CLINs. �The solicitation includes a base with six (6) additional options for a supply requirement of seven (7) years and up to 10 years of production support services. � Offers shall be FOB Origin and will be evaluated on the basis of best value to the Government, which means that selection of the contractor is to be based on other than the lowest price, technically acceptable offer. �The anticipated contract award date is 1st�Quarter FY2023. The NAICS code is 332993, with a Small Business Size Standard of 1,500 employees and the primary Product Service Code is 1355. � This is a full and open solicitation that will be OPEN TO U.S. PRIME CONTRACTORS OR U.S. BASED CONTRACTORS THAT ARE FIREWALLED FROM THEIR FOREIGN PARENT COMPANY.� Companies must have a Secret facility clearance and Secret safeguarding capability.� The Government will not provide sponsorship for new or upgraded facility clearances.� The Technical Data Package (TDP) is restricted by the Arms Export Control Act and can be requested by following Sections K and L provisions K-227-W001 and L-215-W004. � Offerors must have a current registration in the beta.SAM.gov database. �All responsible sources may submit a proposal, which shall be considered by the agency. �No bidders list will be maintained by this office. �No telephone or fax requests for the solicitation package will be accepted. �Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection of same.
