- This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested. The solicitation number for this request for this request for quotations (RFQ) is W913E521Q0010. This requirement is a total set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. Small business size standard is 750 employees. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)�s Signature Physics Branch� has a requirement for a set of high-bandwidth, high-resolution PCI Express digitizer cards that are required for acousto-optic measurements. Two types of cards are required, one satisfying a higher bandwidth requirement, and another with lower bandwidth but higher effective resolution. In addition, a utility for synchronization of all cards is required. he PCI Express digitizer cards should have the following specifications: A) High Bandwidth Digitizer Card: The digitizer card must have a PCI Express interface. The digitizer card must provide no less than four (4) true differential analog input channels, which must each meet all other listed requirements. Each analog input channel must provide selectable full-scale input ranges, to include +/- 0.5, 1 ,2, 5, and 10 volts (V) peak-to-peak, or a similar set of full-scale ranges within 20% of the specified requirement. Each analog input channel must provide selectable 50 ohm and 1 megaohm input impedances. The digitizer card must have a sample rate capability of at least 80 million samples per second (MS/s). The bandwidth of each analog input channel must be no less than 40 megahertz (MHz). Each analog input channel must have 16 bits of resolution when all available channels are recorded simultaneously at 80 MS/s. For each analog input channel, when sampled at a rate no less than 80 MS/s with a selected input range within 20% of +/- 2 V full scale, the effective number of bits (ENOB) based on the signal-to-noise-and-distortion ratio (SINAD) for a 1 MHz test signal with -1 decibel referenced to full input scale (dBFS) amplitude must be no less than 11 bits. B) High Resolution Digitizer Card(s): It is acceptable for two (2) identical digitizer cards to be combined to meet the following requirements: The digitizer card(s) must have a PCI Express interface. The digitizer card(s) must provide no less than eight (8) true differential analog input channels combined, which must each meet all other listed requirements. Each analog input channel must provide selectable full scale input ranges, to include +/- 0.5, 1 ,2, 5, and 10 V peak-to-peak, or a similar set of full-scale ranges within 20% of the specified requirement. Each analog input channel must provide selectable 50 ohm and 1 megaohm input impedances. The digitizer card(s) must have a sample rate capability of at least 5 MS/s. The bandwidth of each analog input channel must be no less than 2 MHz. Each analog input channel must have 16 bits of resolution when all available channels are recorded simultaneously at 5 MS/s. For each analog input channel, when sampled at a rate no less than 5 MS/s with a selected input range within 20% of +/- 1 V full scale, ENOB based on the SINAD for a 1 MHz test signal with -1 dBFS amplitude must be no less than 13 bits. a. It is acceptable for the digitizer card to use a digital filter when meeting this requirement. C) Synchronization: For all above digitizer cards, a method is required for synchronizing simultaneous measurements. a. It is acceptable for this method to be implemented in software, hardware, or a combination of both. When synchronized with this method, all above requirements for both the (A) High Bandwidth Digitizer Card and (B) High Resolution Digitizer Card(s) must be met simultaneously. a. It is not acceptable for any of the requirements above to fail to be met when the synchronization method is fully implemented. For any pair of channels on any above digitizer cards, for any combined sample rate, the channel-to-channel skew must be no greater than 250 picoseconds. All hardware and software components to achieve this synchronization requirement must be included. It is acceptable for any synchronization hardware to occupy space on a computer motherboard for one PCIe slot, in addition to those already occupied by the digitizer cards. D) Delivery Requirements: Shipping: Shipping/delivery should be included in the contractor�s quote; ship to CRREL, 72 Lyme Rd, Hanover, NH 03755. Please reference the attached RFQ for applicable provisions and clauses.� The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote.� The following factors will be used to evaluate offerors ability to meet the required technical specifications and price.
