- This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to identify companies interested and capable of providing document destruction services for the VA Palo Alto Health Care System (VAPAHCS). All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. There is no solicitation document as this time. The NAICS is 561990 with Small Business size of $12M million. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Description of Services This is a non-personal services contract to provide document destruction services for the Veterans Affairs Palo Alto Health Care System (VAPAHCS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide shredding document destruction services for all secure waste that are collected in locked containers; (administrative papers, classified papers, sensitive documents). Also, non-paper media (e.g. CDs, VHS, cassette tapes, PIV badge, wristbands). In the event if the contractor fails to empty a container because they missed it, they have 24 hours (weekdays) from the time of notified to empty the container. At the end of each service, the contractor shall provide the facility a copy of Certificates of Destruction (COD) to the point of contact (POC) prior to transport material off-site. Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. When regular delivery / pick up days occur on a Federal holiday, the regular delivery / pick up shall automatically shift to the following business days (Monday through Friday). 1.4.1 In the event of schedule changes and prior to any changes made to the schedule, the Contracting Officer Representative (COR) will notify the Contracting Officer (CO) in writing of the revised pick up schedule. A revised pick-up schedule will be provided to the contractor in writing along with the contract modification from the CO. 1.4.2 In the event additional services are required, the COR will be notified by authorized facility staff of the request. Once the COR authorizes the request for additional service, the contractor will be notified of the request and be available within 48 hour for unscheduled services.
