Description
This�solicitation is for the Marsh Restoration at Dredged Material Containment Area 1S (DMCA 1S). This acquisition is being offered as an unrestricted competitive solicitation and will result in a Fixed Price Contract Award. The magnitude of this requirement per DFAR 236.204 is between $10,000,000 and $25,000,000. Project Location: Savannah Harbor is located at Savannah, Chatham County on the northern coast of Georgia and the southern coast of Jasper County, South Carolina. The project is located within a designated area on Onslow Island (Northing: 782,928.2516; Easting: 974,087.2680), within the Savannah River at the confluence of the Front River and Middle River and is within the boundaries of the Savannah National Wildlife Refuge. The site is owned and managed by the US Fish and Wildlife Service (USFWS). Access to the project site is by water only. Project Description: The contractor will complete the restoration of approximately 29 acres of brackish marsh,including excavation of material and creation of feeder creeks to enable tidal connectivity on the site. During excavation for marsh restoration, feeder creeks will be excavated to tie into adjacent bodies of water. The extent of the marsh restoration areas will begin at the toe of excavated 3H:1V cut slopes. Some additional, incidental work should be anticipated to establish vegetation across the face of the 3H:1V cut slopes. The final elevation for the marsh restoration is approximately +7.6� mean lower low water (mllw). The project includes installation and removal of silt fence and other erosion control measures, clearing and grubbing, marsh restoration and feeder creek excavation, and removal/disposal of excavated materials from the site. Savannah River channel dredging operations will be ongoing during this contract and there may be commercial or Government contractor vessel traffic near the project site during the construction period. The location of excavated material disposal will be coordinated by the Government to include disposal in the Government�s upland dredged material containment areas located along the Back River and in-water disposal in the Sediment Basin area of the Back River. The estimated construction duration for the Marsh Restoration at DMCA 1S is 360 calendar days after issuance of the Notice to Proceed. Evaluation Criteria: The contract will be solicited and procured using Sealed Bidding Procedures under FAR Part 14. Pre-Bid Conference: Location: Executive Conference Room, 3rd Floor, Juliette Gordon Low Federal Building 100 W. Oglethorpe Ave.,Savannah, GA 31401 Date/Time: Thursday, April 29, 2021 at 1000 hrs Special Instructions: Given the current COVID environment, the pre-bid conference attendance is limited to no more than two (2) personnel from each prospective offeror. Masks are required for entry into the building and participation in the meeting. There will not be a Government-sponsored site visit, however, prospective offerors are free to visit the site at their own discretion. The site is the property of the United States Fish and Wildlife Service and is available from sunrise to sunset, 7 days a week. Any disturbance of the area (i.e. cutting of any vegetation, digging of any soil, etc.) is prohibited without a Special Use Permit issued by the USFWS.
