Description

NASA/LARC has a requirement for hardware and firmware updates for the latest available security for Trane Building 1268�Control Replacements. The current system was installed and is currently maintained by Damuth Trane. NASA/LARC intends to issue a sole source purchase order to Damuth Trane to acquire hardware and firmware under the authority of FAR 6.302-1, only one responsible source exists and no other type of supplies or services will satisfy the agency requirements. An annual maintenance agreement is required to provide technical support, preventative maintenance, and system performance updates and upgrades for these updates to ensure their operability. Therefore, Damuth Trane is the sole certified provider in this region that can integrate the existing building controllers, set-up the software and program the system to NASA specifications. The current workforce has received considerable training on Trane equipment, and switching to a different vendor would require re-training, additional time and expenses. This requirement is a continuation of legacy NASA updates to the same existing building management system. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to anthony.r.cromartie@nasa.gov not later than 12:00 p.m. Eastern Standard Time on 04/30/2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
