Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Project Title:� Medical Consultant Services in Support of the Prisoner Operations Division The U.S. Marshals Service (USMS), Prisoner Operations Division (POD), Office of Detention Services (ODS) intends to award a firm-fixed-price contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The period of performance shall not exceed two (2) years for this effort. The prospective contractor will provide medical consultant services to include: Review and determine the medical necessity of Federal prisoner medical referrals/requests sent��� to USMS HQ; Serve as a consultant for program policy review and development activities;� Provide training and clinical support to health care personnel; Work with other federal agencies as well as state and county jails, to enhance prisoner medical care, infectious disease control, and cost effectiveness; Develop clinical practice guidelines for USMS prisoner medical care in accordance with POD�s Office of Medical Operations (OMO) requirements; Provide legal support and subject matter expertise in responding to court orders and other legal inquires as needed; Be knowledgeable in the USMS Pandemic Response Plan; and�� Work on a part-time basis with hours not-to-exceed an average of ten (10) hours a week as dictated by OMO. The prospective contractor will provide a Doctor of Medicine or a Doctor of Osteopathic Medicine. The contract position also requires an individual with a diverse and strong health care background in areas such as Family Practice or Internal Medicine; experience in Correctional Health Care and/or utilization review is ideal; properly licensed to practice and have adequate indemnification and medical insurance as stipulated by law in the jurisdiction where the contractor operates; strong problem-solving skills and confidence in finding solutions to complex medical resource problems; and strong interpersonal, communication (oral and written), and presentation skills. ODS intends to award this requirement for highly specialized medical consultant services as a sole source to KRIMMG, PLLG, Alexandria, VA, because there is a reasonable expectation that there are no other sources that can fulfill the government�s current requirements and competition will only yield similar results. The North American Industry Classification System code for this requirement is 621399 Offices of All Other Miscellaneous Health Practitioners with a size standard of $8 million. The Product Service Code is Q201 Medical � General Health Care. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority FAR 6.302. This notice of intent is not a request for proposals/quotations; however, all responsible sources may submit a statement of technical capabilities which, if received within fifteen (15) calendar days of publication of this notice, shall be considered by ODS, as required by FAR 6.302-1(d)(2). All responses must be submitted to the government point of contact at the email address shown below. A determination not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered only for the purposes of determining whether to conduct a future competitive procurement. The government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for proposals or quotes. As much as possible, it is preferred that technical capability statements be nonproprietary. However, capability statements with company-sensitive data and concepts will be accepted, and the government will respect restricted data markings. Responders are expected to appropriately mark its submissions that contain proprietary information. Capability statements shall not exceed three (3) pages in length (excluding a cover page).
