Description
Naval Supply Systems Command San Diego hereby gives NOTICE OF INTENT TO AWARD A SOLE SOURCE to The Center for Public Safety Excellence (CPSE) to provide consulting services to obtain and maintain a Commission on Fire Accreditation International (CFAI) accreditation, in accordance with Department of Defense Fire and Emergency Services Program DoDI 6055.06 and Navy Fire and Emergency Services Program OPNAVINST 11320.23G. Brief Description of Requirement: The contractor shall develop a clear understanding of FES�s background, goals, and objectives while understanding any complex issues currently being faced. The standards of cover risk assessment will identify and provide a Plan of Action and Milestones (POA and M) for obtaining and maintaining accreditation over the next 5 years. The plan must address NRSW FES�s mission, vision and values and must be achievable, measurable, and responsive to fluctuating community needs. The contractor shall develop: 1) Community-Risk Assessment - Standards of Cover (SOC) for Naval Weapons Station, Seal Beach. A Plan of Action and Milestones (POA and M) that complies with the CFAI�s 6th edition accreditation model that is comprehensive, clearly designed and utilizes stakeholder input and must contain the specific steps: a) Identify the unique characteristics of its community. b) Apply methodology to perform an all-hazard risk assessment. c) Determine response strategies relative to the community�s unique hazards and risks. d) Assess the historical quality of emergency response performance. e) Identify specifically where quality performance exists and where quality of performance is challenged (gaps). f) Establish plans for quality maintenance or improvement Anticipated Delivery Date: 26 April 2021 The North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific, and Technical Services. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil. Those capable of meeting the requirement IAW the SOW are requested to provide the following information in their response: 1) Current capability that demonstrates your companys ability to meet the above requirement, 2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number. IMPORTANT NOTES: 1) Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. 2) Respondents may respond via e-mail no later than 23 April 2021, 09:00 am, Pacific Standard Time (PST) to nelson.arias@navy.mil. If no responsible, responsive offers are received by the above date, a sole source contract will be issued to Siemens under the authority of FAR 6.302-1.
