- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, intends to award a sole source contract to Brain Vision LLC for laboratory grade electroencephalography (EEG) system in support USARIEM research objectives to determine the effects of operational stress on warfighter cognitive performance and brain health and function. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under the statutory authority 10 U.S.C. 2304 (c)(2). The FAR citation is 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.� Research at USARIEM pertaining to warfighter cognitive performance is currently limited to peripheral measures of brain function, such as self-reported responses to surveys, speed or accuracy performance metrics on cognitive tasks, and other physiological measures such as heart rate variability and speech patterns.� While these measures provide useful data, they are indirect measures of brain activity.� EEG provides a direct measure of brain activity and has been shown to be a promising metric for inferring cognitive states, detecting fatigue, and providing direct measures of the effectiveness of interventions meant to enhance brain function (such as USARIEM�s neurostimulation initiative).� Thus, to advance USARIEM�s mission to understand the effects of operational stress on warfighter cognitive performance, detect when warfighters are likely to experience cognitive failures that could jeopardize a mission, and test interventions to enhance cognitive performance, a high-quality EEG system is required. An RFQ will be issued on a sole source basis. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). �This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source. All questions and responses concerning this notice shall be emailed to Ms. Alicia Maldonado Torres at alicia.maldonadotorres.civ@mail.mil. Interested concerns must identify their capability to the above email address no later than 5:00 PM Eastern Time, 6 May 2021.
