- N0016421RGP70 � SOLE SOURCE � COMMERCIAL ACQUISITION PROCEDURES- CALIBRATION OF ORIGINAL EQUIPMENT MANUFACTURER (OEM) EQUIPMENT- PSC H266 - NAICS 541380 Issue Date: 22 Apr 2021 � Closing Date: 07 May 2021 � 12:00 PM EDT Naval Surface Warfare Center, Crane Division intends to solicit and to award a sole source contract for calibration of Keysight Technologies OEM equipment to Keysight Technologies, Inc. 1900 Garden of the Gods Road, Colorado Springs, CO� 80907-3423. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, one responsible source and no other supplies of services will satisfy agency requirements. Keysight Technologies, Inc. is the only source capable due to its ownership of the propriety software, equipment manual, equipment test procedures and test standards required to perform full OEM calibrations and award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency�s requirements. The following Contract Line Item Numbers (CLIN) are anticipated: CLIN 0001- Calibration Services CLIN 0002- Standard Repair Services CLIN 0003- Non-Standard Repair Services CLIN 0004- Expedited Calibration Services CLIN 0005- Technical Data CLIN 0006- Contract Ceiling All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this requirement based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is in no way liable to pay for, or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
