UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation 693JJ921R000034� Vehicle Safety Research Introduction� The National Highway Traffic Safety Administration�s (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. �The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. � Background The Office of Vehicle Safety Research (VSR) conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency�s motor vehicle and traffic safety goals. The VSR formulates, develops, and executes research programs to develop agency requirements in the areas of testing, and assessing motor vehicle crashworthiness safety standards. Also, NHTSA has developed research test procedures for frontal and side. Purpose The research efforts conducted under this contract will be performed through issuance of a task order that will provide a range of research skills that will be used to plan, conduct vehicle safety research tests such as dynamic crash tests, static and dynamic rollover tests, sled tests and static tests for late model production and/or modified vehicles. Another research effort is in the area of pedestrian testing. For some of these tests NHTSA requires development and fabrication of test devices and test fixtures for evaluating both vehicles and dummies. �The Contractor also shall be required to provide quality control (QC) as a result of the data. As part of this research, VSR performs vehicle safety research tests, such as vehicle-to-vehicle, vehicle-to-barrier, sled tests, rollover tests, and additional impact tests, to determine the type of crash response of occupant restraints and human surrogates anthropomorphic test dummies (ATDs) undergo in vehicle crashes. This also requires handling, instrumentation, and qualification testing of ATDs. Another research effort is in the area of pedestrian testing. This may include dynamic or static testing of the exterior of the vehicle. NHTSA also performs static test of vehicle components to determine the performance of a vehicle components in the real-world crashes. �In performing these dynamic and static test NHTSA may have to build test devices to achieve its goal. � Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation 693JJ921R000034. �NHTSA intends to issue a solicitation for a Full and Open Competition in support of the Vehicle Safety Research. � Contract Type and Period of Performance NHTSA intends to award one Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price and Cost Reimbursable Task Orders, but reserves the right to do a multiple award IDIQ contract. Task Orders will be issued, in accordance with FAR 16.505. The applicable NAICS code and size standard for this acquisition are as follows: 541380, Testing Laboratories, $16.5 M. The anticipated period of performance is a two-year Base Period and three (3) Option Periods.� Place of Performance/Physical Location The work performed under the proposed Contract and any Delivery Orders issued under the Contract shall be accomplished at the Contractor�s facilities and those facilities shall be located within the continental United States. �There shall be no deviation from or waiver of this requirement. NOTE: Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This notice is published for informational purposes only and is not to be construed as a commitment by the Government. �The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Beta.SAM.gov. �As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. �Potential offerors/vendors are encouraged to register on https://beta.sam.gov/ to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The anticipated award date is July 2021. �The solicitation will be issued on or about May 2021. �
