- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NC-NS1000-21-00659 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05. The National Oceanic Atmospheric Administration (NOAA), National Ocean (NOS), Hollings Marine Laboratory,� Charleston, SC has a requirement for Autoclave and Boiler Maintenance service in accordance with the Statement of Work. The anticipated Purchase Order will be issued on a firm fixed priced basis. The base year Period of Performance date is September 23, 2021 through September 22, 2022. The place of performance is NOAA/NOS/Hollings Marine Laboratory, 331 Ft. Johnson Rd., Charleston, SC, 29412. The Government will award a contract resulting from this solicitation to the responsible Contractor whose quotation is the Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 811219, Other Electronic and Precision Equipment Repair and Maintenance with a Size Standard of $22�million. Quote Content and Evaluation Criteria Offerors shall submit a signed and dated quote on company letterhead that contains, at a minimum, the following information: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Address your technical capability and proposed method for accomplishing the tasks outlined in the Statement of Work. Information for technical capability shall not exceed five (5) pages. Past performance references for no more than three contracts similar in size and scope to this requirement. See Past Performance Reference Sheet. Offerors shall use the price schedule format above, to indicate the prices proposed for all CLINs in their offer. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration. All questions must be submitted in writing to Kelly.Parr@noaa.gov at 5:00 P.M. Eastern Daylight (EDT) on April 28, 2021. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 5:00 P.M., EDT, on May 5, 2021. Quotes must be submitted electronically via e-mail to Kelly.Parr@noaa.gov. The anticipated award date is on or about May 10, 2021. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service for this acquisition (see applicable tab where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. A contract issued as a result of this solicitation shall incorporate the Department of Labor, Service Contract Act, Wage Determination Number 2015-4427 Rev#15 dated 12/21/2020 into this RFQ and any resulting contract. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330- 52.222-70.** SEE ATTACHED SOW for details on maintenance required.
