- THIS IS A PRESOLICITATION NOTICE ONLY! REFER TO THE ATTACHED NOTICE TEXT FOR MORE INFORMATION THIS IS A PRE-SOLICITATION NOTICE ONLY. This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4521R0010, posted under the title: Repair Critical High Voltage Switchgear in Monument at Liberty Island, Statue of Liberty National Monument, New York City, New York will be issued electronically on the websites beta.sam.gov on or about May 10, 2021. The Department of the Interior, The National Park Service NY MABO intends to issue a Request for Proposal (RFP) for a construction solicitation consisting of the replacement of the critical high voltage electrical switchgear located on Level 1P inside the Monument on Liberty Island. The equipment to be replaced is 480 volt 800 amp capacity and serves, among other things, the visitor elevator, the Secondary Screening Facility, and two large chiller pumps. The entire solicitation package, with all attached documents, will be available in Microsoft Word, Excel, HTML or Adobe PDF formats through fbo.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately one hundred and ninety (190) calendar days. In accordance with FAR 36.204 the magnitude of this contract is between $250.000 - $500,000. Award will be made to offeror providing the best value to the government. The resulting contract will be firm fixed price. In addition to price, the government will evaluate other factors, such as technical capabilities, key personnel, experience and past performance in successfully completing similar work. This solicitation is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203-Full and Open Competition after Exclusion of Sources, Set-Asides for Small Business Concerns. The RFP will be set-aside for 100% Small Business under NAICS code 238210 Electrical Contractors and Other Wiring Installation Contractors (size standard $16.5m). This procurement is subject to Federal Acquisition Regulation (FAR) Part 15, contracting by Negotiation. Proposals are due approximately thirty (30 days) following issuance of the anticipated solicitation. Search by referencing solicitation number 140P4521R0010. Offerors must be currently listed in the System for Award Management (www.SAM.gov) for this solicitation�s NAICS code. Offerors not listed may be deemed ineligible for further consideration for award. Offerors are required to have a DUNS number and an active registration with current representations and certifications in SAM as of the solicitation closing date. All offerors must establish and/or maintain an active registration and have up to date representations and certifications at http://www.sam.gov prior to closing date of this RFP. The Government reserves the right to cancel this Request for Proposal.
