Description

This is a Combined Synopsis / Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 � Streamlined Procedures for Evaluation and Solicitation of Commercial Items � as supplemented with additional information included in this notice. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 dated 01-19-2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511, Custom Computer Programming Services. The small business size standard is $30.0 million. This acquisition is 100% set aside for small businesses. The scope of this procurement is the provision of support services to design, develop, test and deploy software extensions to the RPKI monitor v2.0 framework to (a) enhance its scalability and performance, (b) enhance its analysis capabilities by incorporating new data sources such as geolocation data and Regional Internet Registry (RIR) data on resource ownership, (c) add new capabilities for users to define a subset of Internet resources to monitor and receive update notices for, and (d) to prototype and evaluate machine learning techniques to detect anomalous changes in global routing and/or RPKI data sets.
