Description
Amendment 002 Continuation Page Amend the Cover Page of the RLP. Offers are now due by 05/13/2021 at 10:00 AM-EST. In addition, change the Alternate Government Contact in Section 1.13 from Herb Byrns to: Alternate Government Contact: Roberta Smiley, Leasing Contracting Officer 325 New Castle Road Butler, PA 16001 Roberta.SmileyBetzler@va.gov Amend Lease (RLP Exhibit A) Section 4.01 as follows: From paragraph A change indicated below; The Government supplies such information and direction as reasonably required for Lessor to timely complete DIDs. The Government (VAMC Erie representatives) shall attend at least four meetings at the Lessor's request for the purpose of providing information and direction in the development of each of the four (4) DIDs to include the Floor Plan Concept review and (1) CD review. The Lessor shall provide budgeted cost estimate on the TIs and associated work as shown on the DIDs for each design submission and a final TI cost estimate is to be submitted with the final CD submission. It is the responsibility of the Lessor to design the building within the limits of the agreed upon TI price within the lease contract. Each Drawing submission shall include electronic version email to VA, two (2) full size drawings and (1) half size drawing delivered to the VA. The duration for the design and construction shall not exceed 310 420 days from award. From paragraph E change indicated below; E. Construction of TIs and completion of other required construction work: The Lessor shall complete all work required to prepare the Premises as required in this Lease ready for use no later than 310 420 days from award; this is an estimated two hundred and ten (210) 320 calendar days following issuance of NTP for construction. Amend RLP Section 4.05 FACTOR DESCRIPTIONS as follows: FACTOR 3: Time Required to Occupy Space: This factor, which is more important than the two remaining factors, refers to the time required to occupy the space. Government shall be able to occupy space no later than April 1, 2022. It is the Government s goal to occupy the completed space by October 1, 2022. Proposal shall include a Proposed Milestone Plan or Critical Path of Design and Build Out Phase. Amend RLP Section 1.02 C, and Lease (RLP Exhibit A) to add the following: Four (4) of the parking spaces, unless defined by local code to be a greater number in which case that should be followed, shall be designated as handicapped and positioned closest to the front entrance of the building. One (1) of those designated spaces shall be van accessible. Amend Lease (RLP Exhibit A) Section 1.05 paragraph C.2 by adding, Amenities that are rated as unfavorable include: Childcare, Community or recreation centers for children, K 12 schools, bars or other establishments with alcohol distribution, gun shops, adult entertainment stores, any entity that sells, barters, trades, buys, or dispenses marijuana, for medical use or otherwise or any other non-professional use similar to those mentioned. Amend Lease (RLP Exhibit A) to replace Section 5.06 DOORS: INTERIOR in its entirety with the following; (The intent being to require barn style doors for all PACT Design Spaces) A. Doors within the Space shall be provided as part of the TIs and shall have a minimum clear opening of 36"" wide x 80"" high. VA will specify exam and consult rooms that will need minimum clear opening of 42 wide x 84 high (per leaf). Doors shall be flush, solid core, wood with a natural wood veneer face or an equivalent door pre-approved by the LCO. Sliding barn doors will be used within this space as identified by the Government. Hollow core wood doors are not acceptable. They shall be operable with a single effort, and shall meet the requirements of NFPA 101, Life Safety Code or the International Building Code (current as of the Lease Award Date). Doors shall be installed in a metal frame assembly which is primed and finished with a low VOC semi-gloss oil based paint with no formaldehyde.
