- Amendment 0004 adds Answers to Questions 22 to 25. Amendment 0003 adds Answers to Questions 19 to 21, adds Site and Grading Plan, and extends the Response Due Date to 04/27/2021. Amendment 0002 adds adds Answers to Questions 16 to 18. Amendment 0001 adds Answers to Questions 01 to 15, adds Electrical Site Plan Drawings, adds 04/30/2020 Plat Survey, and extends the Responses Due from 04/20/2021 to 04/22/2021. This Combined Synopsis/Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for the repair and construction of a perimeter fence and road for the USGS Honolulu Magnetic Observatory, 91-270 Fort Weaver Rd, Ewa Beach, Hawaii 96706 USA. The policies contained in FAR Part 13 Simplified Acquisition in conjunction with the policies and procedures for solicitation, with evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition. Set-aside. This is a 100% Small Business Set-aside. The associated NAICS code is 238990 All Other Specialty Trade Contractors-Building and Property Specialty Trade Services, which has a small business size standard of $16.5M. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects, the estimated construction price is: (c) Between $100,000 and $250,000. Site Visit. An organized site visit has been scheduled for Tuesday, April 13, 2021 at 11:30 AM local time. Interested vendors shall meet at the Honolulu Magnetic Observatory, 91-270 Fort Weaver Rd, Ewa Beach, Hawaii 96706 front gate. Vendors interested in attending the Site Visit shall notify Mark Nelson, mdnelson@usgs.gov, and Cc Don Downey, ddowney@usgs.gov, by email, by not later than 1200 noon on the workday prior to the site visit. The email message shall include: the firm�s name, address, and website; and, each visitor�s name, email address and phone number. Each visitor must have a government-issued, picture ID such as a driver�s license. Award Based on Trade-off. This solicitation is a Request for Proposal (RFP) for an award based on FAR Part 15 Trade-off. Offerors shall provide non-price support documentation in accordance with Sections L and M.
