Veteran Affairs Healthcare Systems (VA HCS) Project # 635-21-114, Replace Lawton Outpatient Clinic Air Cool Chiller at Lawton, OK I. GENERAL: THIS IS A PRESOLICITATION NOTICE THE FULL SOLICITATION WILL BE POSTED ON or AFTER 3/31/2021 Construction Replace Chiller NAICS CODE 238220 This solicitation will be a Service-Disabled Veteran Owned Small Business Set-Aside. Magnitude; $250,000.00 - $500,000.00 This will be a Brand Name or Equal solicitation Proposal must include make, model and data characteristics of Chiller proposed. Also the lead time for delivery of the chiller unit being proposed must be included in proposal. Any proposal received without that information will be determined to be nonresponsive and will not be considered. This project is to replace existing 100 tons Trane air cool chiller with new 100 tons air cool chiller located at Lawton Outpatient Clinic, Lawton, Oklahoma. The contractor is fully responsible for verifying and validating all information contained within this statement of work. Contractor must fully evaluate the condition of the existing structures and verify the current condition of the project site. All measurements/quantities provided in this document are approximate and are to be used for reference only. The contractor will be responsible for taking on-site measurements and verifying all quantities and distances. All materials/fasteners/etc. must be new and provided by the contractor unless otherwise specified. The contractor shall abide by all Safety, Security and Infection Control Policies and Procedures of the Oklahoma City VA Medical Center. VA facilities are tobacco free. No smoking is permitted on VA property. The contractor is responsible for their subcontractor s compliance with this policy. All work must conform to, and comply with, the latest edition/version of ALL applicable VA, federal, state, and local laws, rules, regulations, codes, and standards. The contractor shall provide supervision, manpower, and materials turnkey to replace existing Trane air cool chiller with new 100 tons air cool chiller. Contractor shall provide including but not limit to the following: Disconnect power and tagout logout electrical to existing Trane air cool chiller. Drain water from existing Trane air cool chiller and disconnect existing chilled water piping from existing Trane air cool chiller. Lift existing Trane air cool chiller up to trailer and remove from site. Set new 100 tons air cool chiller packet with circulation pump on the existing chiller pad. Contractor shall replace existing butterfly valves at existing chilled water supply and return piping. Necessary retrofit existing chilled water piping to accommodate new air cool chiller chilled water piping connection and connect existing chilled water piping to new air cool chiller chilled water piping connection. Retrofit Chilled water piping at the existing chilled water pump with bypass butterfly valve around the existing chilled water pump. Valve and piping configuration to isolate the existing chilled water pump for future use. On-board pump package in new air cool chiller will be used to pump chilled water through existing chilled water piping loop. Insulate new chilled water piping with fiberglass insulation and aluminum jacket. Install junction box for new air cool chiller at the existing chiller pad and connect power to new air cool chiller. Install heat trace cable on new piping section to prevent freezing. The existing air cool chiller controls by Johnson controls Building HVAC control in the facility, connect Johnson Controls to new air cool chiller. After the installation of new air cool chiller completed, factory start up shall perform and put new air cool chiller in operation. 13. The new replacement 100 tons air cool chiller is based on Trane air cool chiller Model CGAM. The other air cool chiller manufacture can be used if their air cool chiller meets specification section 23 64 00 and Trane air cool chiller Model CGAM specifications or exceeds. 14. The existing air cool chiller concrete pad can be reused, if the dimension of existing concrete pad is sufficiency to support new air cool chiller. There is some repair may require. 15. Should the new air cool chiller dimension is bigger than existing concrete pad, the contractor shall enlarge the existing concrete pad for supporting new air cool chiller. 16. Contractor may provide temporary air cool chiller and electric generator during the replacement of the air cool chiller. The temporary air cool chiller should provide chilled water 120 gpm at 45 deg-F. The temporary air cool chiller and electric generator shall be bid as an option.
