**Update 22�April�2021: A final, updated�question and answer document has been added to the attachments.** **Update 31�March�2021: A question and answer document has been added to the attachments.** The Naval Air Systems Command (NAVAIR) is issuing this Draft Request for Proposal (RFP) package, seeking Industry�s comments and questions on the package and structure. The KC-130J Program Office (PMA 207 Tactical Airlift) is seeking services to conduct depot level repair and buildup of KC-130J Quick Engine Change Assemblies (QECA), survey and repair Radiological Control (RADCON) exposed QECAs, store QECAs and QECA components, and conduct necessary project management. The QECA consists of the Rolls-Royce AE2100D3 turboprop engine and the Lockheed Martin Quick Engine Change Kit (QECK). The attached draft RFP package contains all attachments relevant to this requirement with the exception of those contained within the technical library. A Technical Library of information directly related to the requirements of this contract is available to Offerors. To request access to the Technical Library information, send company name, company physical mailing address, CAGE Code, point of contact information (name, phone number, and email address), to Mr. Bryson Shibe at Bryson.shibe@navy.mil and a certified copy of DD Form 2345, Military Critical Technical Data Agreement. Please see the Defense Logistics Information Service (DLIS) link for instructions on filling out the DD Form 2345 and obtaining certification is https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/DD2345Instructions/. All aforementioned information shall be provided to Mr. Bryson Shibe at Bryson.Shibe@navy.mil when access is requested. Upon review of written request and verification of Offeror�s status, access to the technical library data will be provided. The library will be disseminated via the DoD SAFE website (previously AMRDEC) - https://safe.apps.mil/. After requesting access to the Technical Library, the recipient will receive a link, via e-mail, to the package download page as well as a password. The password is unique for each recipient and will be disabled once DoD SAFE detects that the user successfully downloaded each file within the package. NAVAIR is requesting that all Industry comments and questions relating to this Draft RFP package be provided by 17 March 2021, 12:00pm EST. Questions and comments should be submitted via email to Bryson Shibe, bryson.shibe@navy.mil. The Government plans to post a Question and Answer responding to the received responses onto Beta SAM. If questions received contain proprietary information, be sure to inform the Government of this in your response.� � NAVAIR will also be conducting pre-solicitation one-on-one sessions to discuss the Draft RFP package for the above listed requirement. Pre-solicitation one-on-one sessions will be conducted via teleconference on 22 March 2021. To schedule a pre-solicitation one-on-one session, potential offerors will need to submit a request and provide the company name and requested meeting time on 22 March 2021 via email to Bryson Shibe at bryson.shibe@navy.mil and Kristina Johnson at Kristina.johnson@navy.mil by 17 March 2021, 12:00pm EST. It is requested that potential Offerors provide a dial in number for the one-on-one session and include it in its request. Please start the subject of the email with�""KC-130 Engine Repair One-On-One Draft RFP Teleconference"". REQUESTS FOR ONE-ON-ONE MEETINGS WILL BE NOT ENTERTAINED OR ARRANGED AFTER THE AFOREMENTIONED DEADLINE. ONE ON ONE SESSIONS WILL BE HELD: DATE: 22 March 2021 ����������� TIME: By appointment Presolicitation one-on-one sessions will be scheduled on Monday, 22 March for those potential offers that request a one-on-one. Offerors will be notified of their assigned time slot for 22 March via email no later than 19 March 2021.� � Potential offerors need not participate in the one on one sessions as a prerequisite for responding to the final RFP. GENERAL INFORMATION: Please note the following regarding the One on One Sessions: 1. Dial in 5 minutes early 2. Recording the One on One session in any capacity is prohibited. 3. NAVAIR intends to discuss the following areas: � � �a. Industry concerns with draft RFP package and requirements � � �b. Contract Structure recommendations. � � �c. Other areas/information regarding the requirement that industry may wish to discuss. 4. This will be your opportunity to make your inquiries or provide feedback directly to the Government team. Pursuant to Federal Acquisition Regulation (FAR) 15.201(c), this notice is being issued as a notice of Presolicitation conference.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� No funds are available to pay for preparation of responses to this announcement.� Any information submitted by responders to this announcement is strictly voluntary.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.� The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
