Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 89243321QFE000227 is issued as a Request for Quotation (RFQ) and is available for downloading on Contract Opportunities https://beta.sam.gov/ and FedConnect https://www.fedconnect.net/Fedconnect/. This RFQ is solicited as FULL and OPEN Competition. The North American Industrial Classification System (NAICS) code for this effort is 334515 and the business size standard is 750 employees. The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand Name or Equal (RFQ) for a BK Connect Hydrophone System, Hardware & Software per the attached specs. MINIMUM TECHNICAL REQUIREMENTS: See attachment for specifications. Interested holders are strongly encouraged to submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net ,by the due date and time indicated in Block 10 of the RFQ SF-18. EVALUATION: Selection will be based on the vendor�s quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data (as necessary). Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached requirements. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability.
