- Description
- This Solicitation, W52P1J-20-R-0025, is issued as full and open competition for the procurement�and delivery of Petroleum, Oil, and Lubricant (POL) products to include diesel, motor gasoline, and propane to the Afghan Ministry of Interior (MoI), and the Afghan Ministry of Defense (MoD), in support of the Combined Security Transition Command Afghanistan (CSTC-A), in coordination with North Atlantic Treaty Organization (NATO) nations and partners, international organizations, donors, and non-governmental organizations, supporting the Government of the Islamic Republic of Afghanistan (GIRoA) in its efforts to develop and sustain the Afghan National Defense and Security Forces (ANDSF). The applicable NAICS Code is 324199, All Other Petroleum and Coal Products Manufacturing.� The Government intends to issue up to four Multiple-Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) Firm Fixed Price (FFP) with Economic Price Adjustment (EPA) contracts using the Lowest Price Technically Acceptable (LPTA) source selection methodology as outlined in this solicitation and IAW Federal Acquisition Regulation (FAR) 15.101-2. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this Solicitation. Contractors may obtain information on SAM registration by visiting: https://www.acquisition.gov. Please see attached Solicitation and Attachments. The closing date and time for receipt of proposals is as follows: Closing Date: Monday, May 24, 2021 Closing Time: 3:00PM CT NOTE: This solicitation, and any future amendments, will be issued electronically. Because of this, the Government is under no obligation and is in fact unable to maintain an Offerors' mailing list. It is therefore incumbent upon any interested parties to periodically access the solicitation listing on beta.sam.gov in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the proposal. Amendment 0001 has been executed as of 15 April 2021 to make various revisions, incorporate a deadline for questions, incorporate the following revised attachments: Attachment 0002- Price Matrix for Afghanistan Bulk Ground Fuels and Attachment 0008- Addendum 52.212-1 Instructions to Offerors; and incorporate the following new attachments: Attachment 0010- MOD Fuel Delivery Site Table; Attachment 0011- MOI Fuel Delivery Site Table; and Attachment 0012- Sample Delivery Ticket for Ground Bulk Fuel. �The RFP closing date remains unchanged.� Amendment 0002�has been executed as of 22�April 2021 to make various revisions and incorporate�the following revised attachments: Attachment 0001- Purchase Description (PD) Bulk Ground Fuels, Attachment 0008- FAR 52.212-1 Instructions to Offerors- Commercial Items, Attachment 0009- FAR 52.212-4 Terms and Conditions- Commercial Items; and incorporate Attachment 0013- Industry Questions and USG Responses. The RFP closing date remains unchanged.�
