Description
This is a Sources Sought Notice only. The U.S. Government intends to procure tug and barge services at the Port of Durres, Albania. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. The Government will not return submittals to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if the Government issues one. If the Government releases a solicitation, the Government will synopsize it on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is 488310 � Port and Harbor Operations. Below are the provided specifics of this requirements:� Background: As part of Defender 21, the U.S. Army will conduct Joint Logistic Bulk Petroleum Over-the-Shore operations via Amphibious Bulk Liquid Transfer System (ABLTS) in the vicinity of the Port of Durres, Albania and associated locations in the vicinity of Albanian Naval Forces Headquarters. During this time, tug and barge services will be needed. Description of Services: This is a non-personal services contract to provide tug and barge services at the Port of Durres, Albania.� The Government will not exercise supervision or control over the service providers performing the services herein.� Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide self-propelled tug, barge, associated personnel, equipment, and other items necessary to perform fueling and defueling of liquid bulk petroleum to and from contractor barge assisting Government training activities. Objective: The objective of this contract is for the contractor to provide and operate a self-propelled tug, bulk liquid barge with the minimal carrying capacity of 75,000L, or 20,000 US Gallons, associated trained competent personnel, equipment, and other items necessary to perform safe fueling and defueling of approximately 20,000 S Gallons of liquid bulk petroleum Jet Propellant 8 (JP8) to and from contractor barge assisting Government training activities at specified times and locations. Approximately 20,000 US Gallons of JP8 will be supplied by the U.S. Government at the Port of Durres via tanker truck to be offloaded pier-side to contractor barge. The contractor shall assist with the transfer of JP8 from Government supplied tanker trucks to contractor barge. The contractor shall be available to move the tug and barge from the Port of Durres to suitable locations decided by the Government in the vicinity of Albanian Naval Forces Headquarters to enable Bulk Petroleum Over-the-Shore operations to be conducted by the Government. The contractor provided barge must have the capability to pump fuel at a desired rate of between 125-150 PSI while off-loading JP8. The contractor shall also coordinate and provide the U.S. Government and Host Nation personnel time for preparation prior to execution of Bulk Petroleum Over-the-Shore operation. During Government directed offload of JP8 from contractor barge via Government Amphibious Bulk Liquid Transfer System (ABLTS) to be transferred via semi-submerged pipeline to a shore based reception facility at Albanian Naval Headquarters. Contractor shall have the ability to anchor tug and barge and maintain position that is in a manner that is acceptable to the Government during offload operations. Additionally, Contractor will allow the Government access to tug and barge to include mooring of associated Government vessels during POP. It is the preference of the Government to be able to communicate in English, if this requirement cannot be met Contractor shall ask Government for assistance. Period of Performance: The required services must be at Full Operational Capacity (FOC) before the Period of Performance (POP) start date of 02 May 2021 through 05 May 2021.� In response to this Sources Sought Notice, please provide the following: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, small business status as listed in the System for Award Management and the corresponding NAICS code. 2. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Please limit your response to three (3) pages or less. Interested responders may submit comments, questions and recommendations; however, the Government will not post responses or answers to submitted comments, questions, or recommendations. In addition, telephone calls will not be accepted regarding this posting.
