Point of Contract:� Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: �New Bridge Contract for Records-Based QC & Coding Operations and Training for 2021 CRSS Data Collection Description(s): The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the National Institute for Safety Research, Inc. for continued government operations of the Records-Based QC & Coding Operations and Training for 2021 CRSS Data Collection.� These services are critically needed to support continuity of operations for the Records-Based QC & Coding Operations and Training program efforts that are essential to meeting the agency�s mission. The National Highway Traffic Safety Administration (NHTSA) is charged with the responsibility of reducing the personal and property losses resulting from motor vehicle crashes.� Many sources of information are needed to permit researchers to adequately measure the characteristics of the highway safety environment.� NHTSA data are essential to reducing the human and economic cost of motor vehicle crashes. NHTSA�s various data systems are the only source of real-world crash data for conducting basic research, identifying problem areas, developing effective countermeasures, identifying program and rulemaking needs, developing and evaluating programs, rules, and standards, evaluating new technologies, and providing information to accurately assess and allocate grants for reducing crashes. NHTSA�s Records-Based QC & Coding Operations Resource Centers are inclusive of records based systems for the following three (3) databases:� (Fatality Analysis Reporting System (FARS), Crash Report Sampling System (CRSS), and Non-Transport Surveillance (NTS)).� The contractor must analyze data collected from samples of police reported crashes involving all types of motor vehicles, pedestrians, and cyclists, ranging from property-damage-only crashes to those that result in fatalities.� This data is used to estimate the overall crash picture, identify highway safety problem areas, measure trends, drive consumer information initiatives, and form the basis for cost and benefit analyses of highway safety initiatives and regulations.� In addition to providing notice of intent to sole source contract for these services, this notice seeks to identify any potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. �NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.� Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. �NHTSA may; however later on issue a Request for Proposals (RFP). �However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. � Background: The National Highway Traffic Safety Administration (NHTSA) is charged with the responsibility of reducing the personal and property losses resulting from motor vehicle crashes. In the late 1970s, NHTSA�s National Center for Statistics and Analysis (NCSA) devised a multidisciplinary approach to meet the data needs of our end users that utilizes an efficient combination of census, sample-based, and existing State files to provide nationally representative traffic crash data on a timely basis. NHTSA's NCSA operates data programs consisting of records-based systems (crash records recoded for uniformity) which include the Fatality Analysis Reporting System (FARS), the Crash Report Sampling System (CRSS) and the Non-Transport Surveillance (NTS). The Fatality Analysis Reporting System (FARS), established in 1975, is a data collection system that provides a census of all fatal traffic crashes in the United States. FARS data provides support for most of the traffic and highway safety programs aimed at reducing the number of fatalities on the Nation�s highways and are extensively cited in legislative, enforcement, and educational programs. The FARS crash data files contain about 140 coded data elements characterizing the crash, vehicles, and people involved. The Crash Reporting Sampling System (CRSS) obtains its data from a nationally representative probability sample selected from the estimated 5 to 7 million police-reported crashes that occur annually.� CRSS is a sample of police reported crashes involving motor vehicles, pedestrians, and cyclists, ranging from property-damage-only crashes to those that result in fatalities.� By focusing attention on police-reported crashes, CRSS concentrates on those crashes of greatest concern to the highway safety community and the public. Objective: The objective of this contract is to provide timely, efficient and effective support to NHTSA, and its partners, in the management of the NHTSA FARS, and CRSS records-based crash data systems and assist with the administration, development, delivery, and maintenance of training for the FARS CRSS New Analyst and Coder Training (NACT). Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics in the attached Draft Statement of Work: (see attached) Format of Corporate Capabilities Statement: � The anticipated period of performance is for a base period of twelve (12) months with one (1) 12-month renewal option period for a total of up to twenty-four (24) months. A Cost Plus Fixed-Fee or Time and Materials (T&M) type Contract is anticipated. Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one�s ability to provide the requested information will not be considered. This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. �In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from National Institute for Safety Research, Inc. on a noncompetitive basis for the work described. Responses must be received by the listed procuring office with in 15 days from the date of publication of this notice.��
