- The Acquisition, Environmental and Industrial Facilities Division at Wright-Patterson Air Force Base (AFLCMC/EZV) anticipates awarding an eighteen (18) month lease extension to contract FA33657-00-L-2039 �from 01 July 2021 through 30 December 2022 to The Lockheed Martin Company, in Palmdale, California (at Air Force Plant 42 Sites 2, 7 & 8).� The parties currently have a sole source lease contract, pursuant to 10 U.S.C 2667, which expires 30�Jun 2021.� Lockheed Martin acts as the operator of the plant and is responsible for facility projects, environmental compliance, non-recurring capital type rehabilitation (CTR), remediation, restoration projects and pollution prevention projects.� The purpose of this announcement is to provide notification to companies that may be interested in related subcontracting opportunities.� Industrial Facility Projects:�AFLCMC/EZV plans, prioritizes, and programs facility rehabilitation requirements to ensure existing Facilites remain an operationally suitable component of the Air Force�s Industrial preparedness program.� These efforts sustain production, design and testing capabilities and are categorized as capital type rehabilitation (CTR). �CTR projects are nonrecurring maintenance, repair, replacement, or rehabilitation of the facilities which exceed normal maintenance requirements.� Environmental Compliance:�The lease provides for environmental compliance management of Air Force, GOCO Industrial facilities. AFLCMC/EZV directs environmental compliance assessments of the GOGO facilities, develops budges to ensure environmental compliance, initials scopes of work to correct environmental deficiencies and establishes state and federal agreements to maintain compliance.� This office oversees all aspects of environmental management related to the Clean Air Act, Clean Water Act, hazardous materials, hazardous waste, underground storage tanks, environmental impact analysis, solid waste, historical preservation, and natural resources for the GOCO Facilites.� These projects may include environmental reports, environmental studies, testing, and design/construction to comply with environmental compliance restoration requirements. Environmental Restoration:�The lease provides for environmental restoration at the GOGO site.� AFLCMC/EZV directs environmental restoration for the identification, investigation, research of alternative and cleanup options regarding environmental releases; and remediation of environmental releases and other environmental damage.� Restoration is conducted in accordance with and pursuant to Department of Defense and Air Force policies, DoD Instruction 4715.7 and Air Pore Instruction 32-7020 and in accordance with Comprehensive Environmental Response, Compensation and Liability Act.� Pollution Prevention:�Pollution Prevention addresses a proactive, best business decision approach toward avoiding future compliance or restoration problems at the site.�� � The Lockheed Martin point of contact for subcontracting opportunities is Ms. Jessica Boyd-Sharski, jessica.m.boyd-sharski@lmco.com.
