- 22 Apr 21 - Amending to provide answers to questions submitted. Contractor Question 1: The solicitation references 30 Day delivery expectation. Are you accepting counter-timelines in your quote? 30 days is too quick for some of the larger items to be completed in full, but we could produce a partial shipment within that timeline, and complete the remainder with an additional delivery. Government Answer 1:�Partial shipments are fine as long as it doesn�t take more than 50 days at most. The U.S. Army Mission and Installation Contracting Command, Fort Leonard Wood, MO. 65473, is issuing a request for quotation (RFQ) to obtain U.S. Army Uniform Accoutrements. These items must be manufactured by The Institute of Heraldry (TIOH) approved manufacturers utilizing approved manufacturing methods. This RFQ is open only to those manufacturers who are TIOH approved and listed as a small business under the NAICS code listed below This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/synopsis; proposals are being requested and a written solicitation will not be issued. This solicitation number associated with this RFQ is W911S7-21-Q-0015. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 as of 03-10-2021. This is a small business set-aside under the North American Industry Classification System (NAICS) code 332999 All Other Miscellaneous Fabricated Metal Product Manufacturing Badges, Metal, Manufacturing. Small business size standard is 750 Employees. A list of line item numbers and items, quantities, and units of measure are included in Attachment A. The description of the items to be acquired are found in Attachment A The expected delivery date is 30 days ARO. Place of delivery is U.S. Army MSCOE Engineer School, Fort Leonard Wood, MO 65473. FOB destination, no additional lines for shipping. Items will be inspected by the Government, accepted by the Government. Terms of payment are net 30 days after inspection and acceptance. Invoicing and payment will be conducted through IRAPT/PIEE/WAWF portal. SEE ATTACHMENT B FOR ADDITIONAL APPLICABLE CLAUSES. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. See Attachment A for additional instructions. A statement regarding the applicability of the provision at 52.212-2, Evaluation-Commercial Items, Evaluation-Commercial Items (Oct 2014) (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation provides the lowest price for all items. The following factors shall be used to evaluate quotes: Technical Capability (TIOH authorized manufacturer), Price and Past Performance (c)A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. See list of additional clauses below regarding which includes additional FAR clauses cited in the clause that are applicable to the acquisition.
