- Description
- This invitation for bid (IFB) is issued to solicit bids for a requirement with the Pennsylvania Army National Guard (PAARNG) to construct two Access Control Points, referred to as the East Access Control Point (East ACP) and the West Access Control Point (West (Main) ACP), at Fort Indiantown Gap, Annville, PA 17003. �Requirement will also provide for perimeter fencing around approximately 25 percent of the base. �Gate structures include canopies, a Visitor Control Center (VCC), personally owned vehicle (POV) and commercially owned vehicle (COV) inspection, Gatehouse, and ID Check Stations. �Active and passive protection systems combined with roadway layouts will provide the base with threat control and necessary infrastructure to properly calm traffic and inspect incoming commercial and personal vehicles. �Ballistic protection, security cameras, speed detectors, remote controlled barriers, signaling, and communications equipment is also required. � This IFB is issued as a 100% small business set aside, NAICS code is 237310 and the Small Business Size Standard is $39,500,000 The period of performance of this requirement is 490 calendar days after issuance of the notice to proceed. �The magnitude of construction for this project is between $10,000,000 and $25,000,000. NOTE: Attachments 1 through 8, drawings, specifications, and reports, are large files. �Interested parties are required to contact the personnel listed on the solicitation to obtain access to these files via the DOD SAFE web site. � A formal site visit will be conducted on 4 May 2021 at 10:00 AM EDT. �It is highly encouraged interested parties attend this formal site visit as an alternate date is unlikely. � No questions will be answered at the site visit. �Questions will be answered by a formal solicitation amendment posted to this web site. �All amendments to this IFB must be acknowledged by the bidder in writing on page 2 of the SF 1442 at time of bid opening. In accordance with DFARS 252.236-7007 � Additive or Deductive Items; this requirement is issued with four base line items, numbered 0001, 0002, 0003, and 0009. �There are five alternate bid items, numbered 0004 through 0008. �Any resultant contract will be awarded to the offeror with the lowest aggregate amount for the base bid items, plus or minus those additive items (in the order stated in the list of priorities on the bid schedule) that provide the most features within the funds determined available and announced at bid opening.� �
