Description
Subject: B11/18 Switchgear Replacement, Buffalo, NY VA Medical Center Tiered Evaluations . This pre-solicitation notice is to inform that the Buffalo, NY VA Medical Center in Buffalo, NY is anticipating to post a solicitation (36C254221R0014) on or about January 25, 2021 to provide all labor, materials, tools, equipment, and supervision necessary for the B11/18 Switchgear Replacement, Project #528-21-115. This project shall include but not be limited to the following: Add 4160VAC ductbank extensions Remove legacy 4160VAC ductbanks Add a utility tunnel for 4160VAC feeders Add electric manholes Reroute existing facility utility mains Remove and replace 480VAC and 208VAC ductbanks within Building 1 subbasement Lease of temporary substation and switchgear equipment for use during construction process Rerouting of 4160VAC distribution power to enable demolition and construction while maintaining facility operations Removal and replacement of 4160VAC feeders Full renovation and expansion of Building 11 including all associated sub systems (plumbing, mechanical, HVAC, insulation, electrical, etc ) Substations A, B, C, D, G, and H will be removed, replaced, relocated, and reconfigured within Building 11 Full demolition of Building 18 Full replacement of Building 9 Site restoration as required for the various work areas The magnitude of this project is between $10,000,000 and $15,000,000. The evaluation and selection process will use a Tiered Cascade . SDVOSB will be give first priority. If technical capability is not acceptable or price not considered to be fair and reasonable, the Contracting Officer will move on to VOSB, repeating the same analysis. If there are no acceptable VOSBs, the Contracting Officer will move on to small business in the order of precedence in FAR 19.5. If no small business is acceptable, the Contracting Officer will consider large business. Should award be made to large business, a subcontracting plan will be required and need to be approved by the Office of Small Disadvantaged Business Utilization (OSDBU). Details will be provided in the solicitation. The NAICS Code for this procurement is 236220, ""COMMERCIAL AND INSTITUTIONAL BUILDING CONSTRUCTION"", with a size standard of $39.5M. Information regarding a scheduled site visit will be stated in the solicitation. Bid bonds will be required to respond to this RFP once released. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the Information for Bid Details, Specifications, Drawings and Contract Forms will be available on http://www.beta.sam.gov in electronic format only. These should be available on or about January 25, 2021. All interested parties (subs & primes) should register at http://www.beta.sam.gov as an ""Interested Vendor"" so that others will know of your interest in participating in this procurement. A Bidder's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.beta.sam.gov. Paper copies of the amendments will NOT be individually mailed. By registering to ""Add to Watch List""; you will be notified by of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.215-1 Instructions to Offerors - Competitive Acquisition.
