- NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 6, 100 Emancipation Drive, Hampton, VA 23667, intends to award a sole source agreement/contract to Scanlan International Inc. for Hunter Holmes McGuire VA Medical Center, Richmond VA. This contract action is requesting Cardio Thoracic Surgical Instruments for use by the Cardio Thoracic Clinic. The items are as follows: 9909-920 SCANLAN® Thoracoscopic Foerster Clamp (10 mm), ring handle, curved left 20 mm oval ring jaws, 9-1/2"" / 24 cm working length, 13-1/4"" / 33.5 cm (Item# 9909-920) 9909-910SC SCANLAN® Thoracoscopic Metzenbaum Scissors (10 mm), curved left Super Cut blades, 3.5 cm blade length, black platinum ring handle, 7-3/4"" / 19.5 cm working length, 11-1/2"" / 29 cm (Item# 9909-910SC) 9009-524 SCANLAN® Thoracoscopic DeBakey Forceps (5 mm), round axial handle, 3.5 mm width straight DeBakey jaws, without ratchet, working length 8 / 20 cm, total length 14-1/4"" / 36 cm (Item# 9009-524) SCANLAN® Thoracoscopic Chitwood Knot Pusher (5 mm) (""trap model""), Jacobson spring style, round handle, for 2-0 and smaller suture, 7-1/4"" / 18 cm working length, 15-3/4"" / 40 cm (Item# 9009-828-16) 9009-910 SCANLAN® Thoracoscopic Wolf Suction Instrument (3.2 mm), curved blunt tip, 8-3/4"" / 22 cm working length, 14-1/4 / 36 cm total length. 1 brush included (Item# 9009-910) 9-905 Brush (Part of Suction item# 9009-910) The above items match our need for OR Cardio Thoracic Service. The Surgeons, Resident, and OR staff are extensively trained with these instruments. This is a patient safety issue due to standard of care at Richmond VAMC and meets the requirement of corresponding instruments needed for which the Government intends to solicit from only one source. The North American Industry Classification System (NAICS) for this requirement is 339112 with a small business size standard of 1000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest and capability to meet this requirement by submitting such information by 12:00 P.M., EST. on 28 April 2021. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). An authorized dealer/distributor letter must be submitted with supporting evidence. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be used to determine acquisition strategy. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
