- NOTICE OF INTENT TO AWARD SOLE SOURCE The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of Philips Trilogy Evo Portable Hospital-to-Home Ventilator for the W.G. Hefner Salisbury VA Medical Center with First Nation Group, LLC dba Jordan Reses Supply Co., in accordance with 41 U.S.C. ยง3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 8.405-6(a)(1)(i)(B). This is not a request for competitive offers, and no solicitation is available. Market research has determined that these items are highly specialized and are only available from a single source without an unacceptable delay or duplication of cost. No other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 29 April 2021 to First Nation Group, LLC; 4566 Highway, 20 Court Yard Plaza, Suite 208, Niceville, FL 32578-0000, DUNS: 07-88-75731. The Salisbury VA Medical Center, 1601 Brenner Avenue, Salisbury, NC, 28144-2515, The Prosthetic Service needs the Philips Trilogy Evo Portable Hospital-to-Home Ventilator to provide medical and assisted living devices to the veterans and to avoid canceling clinics. This brand name requirement is required to maintain continuity of care throughout the Salisbury VA Medical Center system. The Philips Trilogy Evo Portable Hospital-to-Home Ventilator delivers proven performance in noninvasive (NIV) and invasive (IV) ventilation and is designed to stay with your patients across changing care environments. Trilogy Evo provides noninvasive and invasive ventilator support with added sensitivity for a wide range of patients. Volume and pressure modes, Auto-titration Mode of Noninvasive ventilation (AVAPS-AE), Arterial Oxygen (SpO2), and End-tidal Carbon Dioxide (EtCO2) monitoring and alarms of every parameter allow for adaptable care. The flexibility of circuits will enable them to be used in a wide range of patients. Trilogy Evo treats chronic and critical patients in various settings with expanded cross-functionality in multiple settings, such as sub-acute or chronic care environments, a patient s home, or during their activities. It's explicitly designed with durability in mind to protect it against damage during travel, such as during medical transport. The Prosthetic Service needs the Philips Trilogy Evo Portable Hospital-to-Home Ventilator to provide medical and assisted living devices to the veterans and to avoid canceling clinics. This brand name requirement is required to maintain continuity of care throughout the Salisbury VA Medical Center system. The Salisbury VAMC Prosthetic Service currently has all of the necessary accessories for this equipment; they are replenishing their stock.
