- #75D301-21-R-71848 FedBizOpps Pre-Solicitation Notice Title of Project:� DNA Plating and Storage Services IDIQ The National Health and Nutrition Examination Survey (NHANES) is a program of studies designed to assess the health and nutritional status of adults and children in the United States. The survey is unique in that it combines interviews and physical examinations.� NHANES is a major program of the National Center for Health Statistics (NCHS).� NCHS is part of the Centers for Disease Control and Prevention (CDC) in the Department of Health and Human Services (DHHS) and has the responsibility for producing vital and health statistics for the nation.� NHANES is overseen by the Division of Health and Nutrition Examination Surveys (DHANES). As part of the NHANES physical exam, blood is collected from participating sample persons. Unused blood samples have been collected and stored since the NHANES III survey beginning in 1988. In 1991, a DNA biorepository was developed to maintain DNA samples for future research studies that would allow genetic and/or biologic information to be combined with other NHANES data. In 2012 the NCHS Ethics Review Board (ERB) decided not to allow DNA research on these samples because of concerns regarding report of findings. However, these concerns were addressed and on March 23, 2015, the NCHS ERB decided to make banked NHANES DNA available for genetic research. While the banked blood samples are now available for genetic research, NCHS does not possess the capability to process or plate DNA. This capability is required for genetic and/or biologic research to be conducted on NHANES blood samples.� The objective of this procurement is to develop an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide services to NCHS to receive and store DNA samples from approximately 28,650 NHANES participants, and to prepare and ship DNA plates to researchers, as needed.� Additionally, inventory management and reporting, receiving returned DNA samples, and destruction of returned or unneeded or unusable samples as requested are required. This procurement will be solicited as a Full and Open Competition Indefinite Delivery, Indefinite Quantity (IDIQ) contract in accordance with FAR Part 15, Contract by Negotiation. The NAICS Code for this procurement is is 541990, All Other Professional, Scientific and Technical Services, with a size standard of $16.5 million dollars. The resultant IDIQ contract will be Firm-Fixed Price (FFP). Work under this IDIQ contract may be performed at the contractor�s facility. The period of performance will be 60 months: one 12-month base period with four 12-month option periods. This notice is not a request for proposals.� No response to this notice is requested or required.� Request for Proposal (RFP) Number 75D301-21-R-71848 will be available 4/28/2021 and will be accessed through the Beta.SAM.gov website.� Interested parties must respond to the solicitation in order to be considered for award of any resultant contract.� Interested parties are responsible for monitoring the Beta.SAM.gov website regularly for release of the solicitation and any amendments. This notice does not commit the Government to award a contract.� Potential offerors will be responsible for downloading their own copy of the solicitation, possible amendments, and other procurement-related matters.
