Description
GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg 804, Maxwell AFB, AL has a requirement for bus transportation services as described in this document. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are current as of Federal Acquisition Circular 2021-05 (10 Mar 2021) and the DFARS Change as of 24 February 2021 A Firm Fixed Priced (FFP) purchase order will be made in accordance with the following: NAICS Code: This acquisition is being solicited as full and open competition. The North American Industrial Classification System (NAICS) code for this acquisition is 485510 with a small business size standard of $16.5 M. Quotes must be received by Wednesday, May 5, 2021 at 4:30 PM CDT. E-mailed quotes are acceptable. Please respond to this RFQ by emailing response to: Brandon Osborne at brandon.osborne.6@us.af.mil and LaChandra Thompson at lachandra.thompson@us.af.mil. Late quotes will be processed in accordance with FAR 52.212-1(f) �Late submission, modifications, revisions, and withdrawals of offers.� �PERIOD OF PERFORMANCE: 17 May 2021 � 31 July 2021 LOCATION: Camp Shelby in Hattiesburg, Mississippi THE GOVERNMENT IS SOLICITING FOR �OPEN MARKET� QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES WILL NOT BE CONSIDERED. I. DESCRIPTION This is a non-personal services requirement to provide bus transportation services for the cadets and cadre of Air Force Reserve Officer Training Corps (AFROTC) during Field Training at Camp Shelby, Mississippi.� AFROTC is requiring transportation services to allow 24 passengers per bus with social distancing around the installation of Camp Shelby for the duration of Field Training. The contractor shall provide 12 school or charter busses and drivers between 17 May 2021 - 27 May 2021 for transporting 24 cadre per bus during mission rehearsal. The contractor will also be responsible for providing a total of 27 school or charter busses and drivers between 28 May 2021 - 31 July 2021 for field training. Sanitizing of each bus will be required after transport of personnel for COVID-19 mitigation. II. SCHEDULE OF SERVICES CLIN 0001: NON-PERSONAL SERVICE: Field Training bus transportation service in accordance with (IAW) the attached Performance Work Statement (PWS). PoP 17 May 2021 - 31 July 2021�Quantity 1 (LOT) III. QUOTE PREPARATION INSTRUCTION: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFPRFQ. a.� The offeror must submit a signed and dated quote in response to this solicitation.� In doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, ""Schedule of Supplies/Services"" and terms and conditions, the offeror agrees to accede to all solicitation requirements. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. b.� All quote information shall be emailed to Brandon Osborne at brandon.osborne.6@us.af.mil, and LaChandra Thompson at lachandra.thompson@us.af.mil. The quote must be signed and dated by an authorized official of the company. Electronic submissions via e-mail are required. c.� Price:� Offerors must provide a unit price and extended price referenced in the ""SCHEDULE OF SUPPLIES /SERVICES."" d.� Technical:� The offeror must submit a written statement to validate the offeror has made an arrangement to secure 12 school or charter buses and drivers between 17 May 2021 - 27 May 2021, and 27 school or charter buses and drivers between 28 May 2021 - 31 July 2021. Each bus must be able to hold up to 24 cadre. e.� Interested parties capable of providing the requirement must submit a written quote to include discount terms, tax identification number, cage code, and DUNS. f.� To be eligible to receive an award resulting from this RFQ, contractors must be registered in the System for Award Management (SAM) database, no exceptions. To register, please visithttp://www.sam.gov or by calling1-866-606-8220. BASIS FOR AWARD:� This is a competitive best value acquisition utilizing simplified procedures authorized by FAR 13.5, �Test Program for Certain Commercial Items.�� For quotes determined technically acceptable, a best value selection will be made based on price.�� A. Initially, the Technical Evaluation Team (TET) will determine whether each Offeror�s technical quote is acceptable or unacceptable, using the ratings and descriptions outlined in Table A-1 below.� Table A-1. Technical Acceptable/Unacceptable Ratings Rating/ Description Acceptable/ Quote clearly meets the minimum requirements of the solicitation. Unacceptable/ Quote does not clearly meet the minimum requirements of the solicitation. The TET will evaluate the offeror�s technical quote against the minimum requirements identified below: � A quote will be determined technically acceptable if offeror provides a written statement validating the offeror has made arrangements to secure 12 school or charter buses and drivers between 17 May 2021 -� 27 May 2021, and 27 school or charter buses and drivers between 28 May 2021 - 31 July 2021.� Each bus must be able to hold up to 24 cadre. B. Next, the government will evaluate the price information submitted in each offeror�s quote to determine if quoted price is fair and reasonable in accordance with FAR 13.106-3(a) which may include, but not limited to, one or more of the following: Competitive quotations or offers; Market research; Comparison of the quoted price with prices found reasonable on previous purchases; Current price lists, catalogs, or advertisements. However, inclusion of a price in a price list, catalog, or advertisement does not, in and of itself, establish fairness and reasonableness of the price; A comparison with similar items in a related industry; The contracting officer�s personal knowledge of the item being purchased; Comparison to an independent Government estimate; or Any other reasonable basis. Price will always be an important factor; therefore, offerors should make diligent efforts to control prices and submit fairly priced quote.� A contract will not be awarded to an offeror whose price is not determined to be fair and reasonable.�� � Contract Award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror�s initial quote should contain the offeror�s best terms from a price and� technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
