Description
The United States Air Force intends to issue a solicitation to solicit proposals for a Firm-Fixed Price contract to Renovate building 114 at Mor�n AB, Spain. The magnitude of construction for this project is estimated to be between $500,000 and $1,000,000 U.S. Dollars. The period of performance for this project is estimated at 365 calendar days. A solicitation package will be available on the Federal Business Opportunities website at www.beta.sam.gov on or after 7 April 2021. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "" Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements"". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to: 1.1.��� Architectural Works: Remove those parts of the wardrobes, doors, bucks, drawers, shelves, bars and hardware that are broken and cannot be repaired for subsequent reuse. Remove room doors, frame, trims and hardware that cannot be repaired for subsequent reuse. Remove curtains (only fabric). Remove grid suspended ceiling and hanging elements. Remove loose paint from walls and ceiling. Repair cracks and restore pargeting around the entry door frames. Chisel pargeting affected by moisture below the windows and repair as indicated. Restore missing baseboards and fixe those that are loose or poor bonded. Cover dents, scratches, cracks and old drill holes with fiber paste and caulking interior window�s joint as needed. Repair wardrobe, replace broken doors and drawers, shelves, guide rails, hinges, handles and padlock hasps missing or unusable. Repair and reuse parts in good conditions. Restore room entrance doors; restore missing or unusable trims and hardware elements. Repair and reuse part in good conditions. Clean and prepare all surfaces to be painted, apply bonding coating as needed, prime and paint surfaces to obtain the required coverage. Replace broken window glazing, restored missing or loose gasket, pulleys and lock system. Repair curtain bars and restore those found unusable as well as brackets and rings as needed. (See annex 3) Install new blackout curtains on current and repaired bars. (See annex 3). Repair aluminum entrance doors and restore hardware parts as needed. Scrape and remove softened paint from exterior surfaces. Clean dirt, nest scraps and mildew from exterior walls, cantilevers, windows and window�s perimeter opening. Seal exterior window joints and apply waterproof paint with polypropylene mesh on the window drip sills. Apply fungicide treatment on exterior plaster and concrete surfaces. Prepare, prime and paint metal surfaces. Prepare exterior plaster and concrete surfaces with vinyl copolymer based coating. 1.2��� Mechanical Works: Perform an inspection of every room/restroom to determine the condition of toilets, wash basins, urinals, shower heads, room thermostats and fan coil supply/return grilles. Provide a Condition Report establishing those elements in worst condition that require replacement. Replace all WC covers in every restroom. Replace 10 shower heads (the worst ones identified in the Condition Report). Replace 6 wash basins/urinals in the restrooms (the worst ones identified in the Condition Report). Replace all radiators regulating valves in common latrines. Replace all the exterior wall exhaust fans located in the common latrines. Disassemble and reinstall all the shower wall exhaust fans located in the common latrines to make them supply air towards the shower. Replace 10 room/laundry thermostats (the worst ones identified in the Condition Report). Replace 10 fan coil supply grilles (the worst ones identified in the Condition Report). Replace all the vertical fan coils located in the common areas. Inspect 150 horizontal fancoils. � 1.3�� Electrical Works: Replace broken/missing/damaged receptacles throughout the facility. Replace broken/missing/damaged lighting switches throughout the facility. Replace broken/missing/damaged device plates throughout the facility. Replace broken/missing/damaged lighting fixtures throughout the facility. Replace broken/missing/damaged EXIT signs throughout the facility. Replace broken/missing/damaged motion sensors and re-connect them to control exhaust system in common latrines. Replace/repair broken/missing/damaged doors/cover plates of corridor electrical panelboards. Replace broken/missing/damaged fire alarm devices throughout the facility. Other minor electrical works due to new mechanical or architectural installations. � 1.4����� Miscellaneous Works: Provide and install fire doors. � 1.5���� Final cleaning. � The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the ""Registro Oficial de Licitadores y Empresas Clasificadas del Estado"", covering the following groups, subgroups, and categories.
