- Sources Sought: New Development Efforts THIS IS A SOURCES SOUGHT NOTICE, ONLY, for the purpose of conducting market research to identify parties having an interest in and the resources to support services that focus on modernizing, consolidating and streamlining data from both SBIC Web and about twenty MS Access feeder systems that OII currently uses. *(See Attached Statement of Objectives for a Complete Description of the requirement) There is no solicitation at this time. This request for capability information does not constitute a request for quotes or proposals; submission of any information to include pricing estimates in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred.� Not responding to this notice does not preclude participation in any future Solicitation, if issued. Any information submitted by respondents to this notice is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, or competition sensitive information contained in their response.�� � Information obtained through this market research may inform SBA�s approach to acquiring these services. � BACKGROUND:��� The Office of Investment and Innovation (OII) is a program within the Small Business Administration that guarantees debentures to Small Business Investment Companies (SBICs) which are issued from private lending institutions. As of December of 2020, there are approximately 300 SBICs within the SBIC program which has outstanding loans to approximately 4,000 small businesses.� The SBA has a requirement for services that focus on modernizing, consolidating and streamlining data from both SBIC Web and about twenty MS Access feeder systems that OII currently uses.�� In addition, OII is seeking to create a new module which is to be called the Funding module which will be used to process the commitments, requested leverage and drawdowns that is to be used to monitor the funding of SBICs by private banks which the SBA guarantees. This module will first be developed for internal OII users and then will be extended to SBICs and lending institutions. The purpose of this module will be to have a web-based interface where leverage requests made by SBICs would operate in a similar way that a modern-day financial institution would process a loan application.� *See attached Statement of Objectives for a complete description of this requirement. RESPONSE:�� Interested parties may submit Capabilities Statements or information in alternative formats.� All submissions should be concise, and clearly�demonstrate the full spectrum of a company�s ability to provide the services described within the attached Statement of Objectives (SOO) document. Request that you address the following:� � FIRST: Provide a Cover Page that lists the information below Name of your Company (include POC�s) Duns number Socioeconomic Status (Large or Small Business) GSA Contract # (if applicable) SEWP Contract # (if applicable) NITAAC GWAC Contract # (if applicable) SECOND: After reviewing the Statement of Objectives address the following in your response: 1. Will your solution be a (i) customized/IaaS development effort (ii) a COTS or SaaS level implementation or (iii) a PaaS solution. SBA does not permit the use of on-premise servers. 2. In one to three pages, please include a brief description of your solution. This information can be submitted in an attached MS Word format.� 3. If applicable, please include licensing costs of solution as well as any database or software licensing costs (if any). 4. Re-factor, cleanse, and normalize data within about twenty different MS Access databases and SBIC Web to create an OLTP reporting environment. The number of fields within this solution can be in the thousands. 5. Create fifty to seventy canned reports that users can access through a reporting solution. 6. Gather requirements and create a new web-based Funding module based on a technology platform selected by the vendor.� 7. Create an OLAP based dashboard which will also have capabilities of using modules which will leverage newer technologies such as AI and predictive analytics providing greater insight to OII�s analysts and upper-level management. 8. Obtaining a security accreditation as dictated by the OCIO�s office and maintaining it. 9. Creating system and user documentation. 10. Please provide a description of other costs envisioned (if applicable). 11. Identify costs categorized as other. 12. Provide a listing of the position types used in your response which should fall under the following five categories (if applicable): (a) Software Developer (b) Data Architect (c) Business/Financial Analyst (d) Database Developer-Architect (e) Project Manager and (f) Tester. 13. Provide a Total Cost of the tasks specified above. Submit your response to the Contracting Officer via email at pedro.arritola-vazquez@sba.gov by 5pm EST, May 6, 2021. Vendor participation in this response or any informational session is not a promise of future business with the SBA.
