Description
This is a combined synopsis/solicitation for commercial items prepared in�accordance with the format in Subpart 12.6, as supplemented with additional�information included in this notice. This announcement constitutes the only�solicitation; quotations are being requested and a written solicitation will not be�issued. Solicitation 12305BB21S1554 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. The associated NAICS code is 333314. Hyperspectral Imaging System with the following minimum required capabilities and specifications: 1. Includes camera, dispersion device, lens, movable stage, lamp(s), frame for lamp(s) and camera and stage, DC power supply for lamp(s), control software, and documentation 2. Minimum one-year warranty 3. External power 115-120V, 60 Hz 4. Push broom configuration 5. Operate 950-1700 nm wavelength range 6. Number of spatial pixels >= 320 7. Number of wavelength bands >= 100 (without binning) 8. Frame rate (no binning) >= 320 frames/second 9. Computer-controlled stage for moving product in front of camera 10. Thermoelectrically cooled InGaAs detector, with at least 2^12 = 4,096 A/D count output 11. Signal-to-noise ratio at maximum signal >= 1000:1 12. Structural frame that houses camera (adjustable height), stage, and lamp(s) 13. Camera capable of being raised or lowered on frame to vary distance from lens front to stage 14. Hypercube data stored in ENVI format 15. Tungsten halogen lamp(s) regulated by DC power supply, maximum lamp power (all lamps) >= 150W 16. Working distance (front of camera lens to object) adjustable 20-40 cm 17. Smallest line length at stage (when camera is closest to stage and lens can focus) = 25 cm 20. Full travel distance of stage >= 20 cm 21. Built in electromechanical shutter for capturing dark current 22. Data acquisition software included, along with software development kit, including reference guide of all camera and stage commands for custom program acquisition development A Firm fixed price quotation must include the following: a. Firm fixed price quotation inclusive of all costs associated with shipment and delivery, FOB Destination, Beltsville, MD 20705. b. Responses to each of the 22 minimum required capabilities and specifications numbered line items indicating and fully demonstrating quoted hyperspectral imaging system meets or exceeds required minimum line item capability and specification. c. Include descriptive literature that fully supports responses submitted under Item b. d. Include completed Attachment 1, Representations and Certifications. Respondents must have a current and active System for Award Management (SAM) registration.� Basis for any potential award is Lowest Price Technically Acceptable (LPTA). ""LPTA"" means the expected outcome of the acquisition that, results from selection of the lowest price technically acceptable quotation that fully meets required capabilities and specifications and has satisfactory past performance. Submit a firm fixed price quotation that includes all associated shipping costs FOB Destination.� Quotation must include all required information identified under items a, b, c, and d to be considered responsive and must be submitted by email to tim.smearman@usda.gov. Respondents are responsible for ensuring�receipt prior closing response time.
