Description
SOLICITATION NOTICE LBJ Consolidation Construction & Switchgear RFP#47PM0121R0013 The General Services Administration (GSA), Public Buildings Service (PBS), National Capital Region (NCR), hereby issues a Request for Proposal (RFP) for a single�Firm Fixed-Price Contract for�repair, alteration,�and construction services for the LBJ Consolidation Construction & Switchgear. The work to be performed under the terms of this contract includes, but is not limited to, furnishing all management, supervision, subcontractors, consultants, labor, materials, supplies, and equipment to plan, schedule, construct, coordinate and assure effective performance of all requested construction services to meet the General Services Administration and its client agency�s (Department of Education) requirements. This Construction contract is for the renovation of floors 3, 4, 6, & 7 (approximately 198,369 USF) and bathrooms (10,000USF) of the existing building to be reconstructed as open office space with sufficient workspace and meeting space to meet the Department of Education�s programmatic requirements. The project shall improve the utilization rate of the LBJ Building and allow the Department of Education to add approximately 600 employees from leased spaces into the building. The project will include interior alterations and open workspace construction, including a few system upgrades to HVAC, new power distribution circuits, power distribution breaker tie upgrades, Life Safety items such as floor fire alarm and sprinkler systems in order to comply with current applicable codes.� The project also includes significant renovations to the major Switchgear and electrical systems servicing the building. The North American Industry Classification System (NAICS) codes for this work is 236220, small business size standard is $39.5 million in average annual receipts over the past three years. All responsible firms may submit an offer. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. There will be no formal in-person site visit. Instead, a virtual pre-proposal conference will be conducted via an online meeting platform, and the project site can be visited virtually via StructionSite software using the link below at any time. Instructions for using StructionSite are attached. The virtual pre-proposal meeting will be conducted on WEDNESDAY, MAY 5, 2021 at 3:00 P.M. EDT. Interested firms are encouraged to attend the pre-proposal conference, and�must submit an attendee list for the pre-proposal conference to the Contract Specialist according to the instructions in the Solicitation in order to receive the meeting invitation. The solicitation closing date will be FRIDAY JUNE 4, 2021 at 4:00 P.M. EDT. All information, amendments and questions concerning this solicitation will be electronically posted at the government point of entry (GPE) website:�http://www.beta.sam.gov. Interested firms must be registered in the System for Award Management (SAM). Firms can register via the�Internet site at https://www.sam.gov or by contacting the SAM Service Desk at http://www.fsd.gov. Interested firms are required to submit their representations and certifications through the SAM website. The solicitation and associated information will be available from the SAM site mentioned above.�No telephone requests will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned SAM posting. Offerors will not be reimbursed for proposal submittal expenses.
