- REQUEST FOR INFORMATION LAUNCH AND TEST RANGE SYSTEM (LTRS) INTEGRATED SUPPORT CONTRACT (LISC) FOLLOW ON CONTRACT Description 1.1 The United States Space Force (USSF) Space and Missile Systems Center (SMC) Enterprise Corps, in conjunction with the Space Launch Delta (SLD) 30 and SLD 45, are contemplating a solicitation for sourcing operations, maintenance, and sustainment (OM&S) services for the Launch and Test Range System (LTRS) at Vandenberg Air Force Base (VAFB) and Patrick Space Force Base (PSFB)/Cape Canaveral Space Force Station (CCSFS). The current contract, the LTRS Integrated Support Contract (LISC) (FA8806-15-C-0001) was awarded in 2014 with a period of performance (PoP) of a one year base and nine option years. The current projected PoP ends in CY2024. The purpose of this RFI is to identify solutions that can help SMC structure a follow on contract to the current LISC to meet the dynamic needs of the DoD space launch ranges. To best source these requirements, the LISC Follow-On acquisition team plans to leverage industry expertise through a robust market research strategy. The acquisition team appreciates the importance of a productive relationship with industry partners that ultimately help the range enterprise accomplish its mission. The team is interested in surveying and engaging with industry partners throughout the acquisition process. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the USSF is not at this time seeking proposals and will not accept unsolicited proposals.� Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� The Government plans to utilize this information to assist in the program establishment, development, and acquisition strategy for the LISC Follow-On acquisition. The Government intends to issue a Sources Sought Synopsis (SSS) in the near future that will provide additional information regarding the Government�s overarching goals and contemplated scope for the LISC Follow-On. The SSS will also request input from industry regarding the capabilities of industry relative to the acquisition objectives and potential requirements. Requested Information The acquisition team is looking to finalize program objectives for the follow on effort, gather suggested areas of improvement from the current contract, capture lessons learned from similar projects, and address any initial questions or considerations industry feels are important for the Government to consider as part of its acquisition strategy. The acquisition team is contemplating the following objectives for this acquisition: Award a contract(s) capable of maintaining operational mission assurance and meeting customer demand through responsive, flexible, and efficient OM&S services� Meet dynamic launch schedule with support to increasing launch demands, and continued to support Major Range Test Facility Base (MFTRB) test requirements Ensure effective and reliable Range operations and perform range sustainment activities Transform LTRS at the speed of commercial users� needs by prioritizing technological advances through projects/modernization efforts Improve overall contractor responsiveness to leadership priorities through structured. objective, and proactive quality & incentive systems Develop an acquisition structure that improves decision speed; maximizes budget execution, increases program capability; and accelerates contracting actions Implement a predictable/stable cost structure while employing cost saving initiatives Maximize the Government-owned, Contractor-operated model The acquisition team is seeking industry's ideas, recommendations, and solutions to better form an acquisition strategy that incorporates these program objectives including, but not limited to, 1) contract(s) structure & type, 2) incentive strategy, 3) scope and complexity considerations, 4) small business considerations 5) risks and opportunities for risk reduction, 6) governance structure, 7) cost and schedule considerations, and 8) implementation and transition strategies. Industry responses should include ideas and approaches for the overall LTRS and/or elements of operations, maintenance, and sustainment activities supporting range operations. For purposes of this RFI, assume initial contract award no earlier than FY24. Similar projects may include large services contracts; operations; organic and/or depot level maintenance; sustainment/sustainment engineering contracts; contracts related to space launch activities; spaceport activities; or other range related scope. Interested parties are requested to respond to this RFI with a white paper addressing any or all of the questions above. Respondents should follow the instructions in section 3 for parameters of the white paper. 3.0 Responses 3.1 Interested parties are requested to respond to this RFI with a white paper. 3.2 White papers in Microsoft Word for Office 2000 compatible format are due no later than 28 May 2021, 1600 MST.� Responses shall be limited to 10 pages, double sided, for Section 2 and submitted via e-mail to the Primary Point of Contact (POC), Ms. Kimberly McGough, Procurement Contracting Officer (PCO), at kimberly.mcgough@spaceforce.mil and the Secondary POC, Ms. Angie Eberhart, Contract Specialist, at angela.eberhart.1@spaceforce.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned.� 3.3. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 3.3.1. Name, mailing address, contractor CAGE code, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 3.3.2.� Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541330 - Engineering Services, with a size standard of $16.5 M in average annual receipts.� Responses from Small and Small-Disadvanteged business are highly encouraged. The number of pages in Section 1 of the white paper shall not be included in the 10-page limitation, i.e., the 10-page limitation applies only to Section 2 of the white paper. 4.0 Attachments For contextual purposes, current LISC documentation is available by request to the PCO.� These documents are provided for informational purposes only and are not indicative of the potential requirements or incentives for the contemplated follow on acquisition. The LISC was awarded as a Fixed Price Incentive Firm (FPIF) with the opportunity for additional earned Award Fee. The LISC is managed by a Government Management Team (GMT), with contracting authority/execution through SMC and program management authority managed as a tri-chaired governance team.
