Description
Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Protein Simple, a division of Bio-techne, for the purchase of protein analysis research equipment. A full description of the equipment is provided below. The contract also provides training on the equipment. a. Common Nomenclature (commercial description): ProteinSimple Jess Simple Western System b. Kind of material (i.e., type, grade, alternatives, etc.): N/A c. Electrical Data (i.e., 110 v, 60 Hz, 3 Ph, etc.): 120 V (AC), 60 Hz, 4.2 Amp (supplied with NEMA 5-15P plug) Fully operable requiring only a single universal voltage (100VAC-240VAC, 50/60 Hz) power output connection d. Dimensions, size, capacity: Instrument Size: 14.2 x 14.2 x 22.5 in (36 x 36 x 57 cm) (H x W x D) Recommended bench space (including computer): 3.3 x 5.0 x 3.0 ft (1 x 1.6 x 1 m) (H x W x D) Weight: 50 lbs. e. Principles of operation: A fully automated, capillary-based nano-immunoassay size-based separation platform for more reproducible, quantitative, and faster protein analysis than traditional western blotting. Allows for fluorescent detection, multiplexing, and quantitation of results. f. Restrictive environmental conditions: Operating temperature range 18 24 °C (64 75 °F) Operating humidity range 20-60% relative, non-condensing g. Intended use: To provide a fast, quantitative system for SDS-PAGE and western blotting for Dr. Ahmad s lab to perform experiments outlined in his project. h. Other pertinent information that describes the item, material or service required: The system can run up to 25 samples at a time, using 5 cm long, 100 m inner diameter capillaries, with ProteinSimple s patented inner coating that allows for the separation, capture and covalent immobilization of proteins from a wide array of species samples in a 40 nL volume, and subsequent immunoassay detection in the same vessel. By using fluorescent and biotinylated labeled molecular weight size standards, the proprietary software can calibrate each capillary and assign molecular weight sizing to detected proteins Sole source justification: The Protein Simple Jess system is a novel fully automated complete solution for protein detection and characterization which performs all the manual processes associated with a traditional Western blot. Protein sizing, quantitation and immunodetection of proteins is performed in a nano-immuno assay system that utilizes 25, 5 cm long, 100 m inner diameter capillaries, with a Protein Simple s patented inner coating that allows for the separation, capture and covalent immobilization of proteins from a wide array of species samples in a 40 nL volume, and subsequent immunoassay detection in the same vessel. The system can analyze up to 25 samples accessed from a microtiter plate with primary and secondary antibodies also accessed from this microtiter plate. The system uses fluorescent and biotinylated labeled molecular weight size standards and proprietary software to calibrate each capillary and assign molecular weight sizing to detected proteins. The immunoassay utilizes chemiluminescent and fluorescent detection and quantitation of target proteins. The RePlex feature allows two serial immunoassays to be performed in the same capillary with the same sample without the stripping and re-probing associated with traditional Western Blot assays. Total protein detection can also be performed in the second cycle of the RePlex assay. The unique software allows the user to define the samples and assays to be analyzed and then automatically performs sample uptake, separation, protein immobilization, immunoassay and chemiluminescent/fluorescent detection without further user involvement. Post run analysis software analyzes the chemiluminescent/fluorescent and biotinylated molecular weight standard data to assign molecular weight to target protein being immunodetected. Facilitates standardization of laboratory processes and provides data in a format that can be easily shared between multiple users and facilities. No other technology combines this unique method of physical separation and immunoassay detection in a nanoscale volume. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract. The NAICS Code is 339112 Surgical and Medical Equipment Manufacturing. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by 12:00PM (CST) 5/3/2021. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Protein Simple.
