Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate on a noncompetitive, sole source basis, under the authority of FAR 6.302-1(a)(2) �Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements�, to Collier Geophysics, LLC, to serve as the expert consultant for Geophysical TEM Survey. This service will be delivered to the Jacksonville District, USACE. NAICS Code is 541330, and size standard is $16.5 Million. This procurement requires a geophysical TEM survey with an AgTEM cart along approximately 245 miles of serpentine transects within the proposed Everglades Agricultural Area (EAA) A-2 Reservoir footprint. This procurement also requires a vendor to provide a series of conventional ERT ground truthing transects based on field observations totaling up to 8.5 miles. The project area is located south of the City of Belle Glade in Palm Beach County, Florida on the western side of U.S. Route 27 between the Miami and New River canals. This procurement requires geophysical investigation to: Characterize the pre-construction subsurface conditions in 3D within and directly adjacent to the project area; More precisely map variations in groundwater quality and lithostratigraphy within, and adjacent to, the project area based on TEM data calibrated to existing borings; Collect high resolution 3D terrestrial resistivity data; Characterize the depth to, and lateral extent of brackish groundwater to a minimum depth of 200 ft below ground surface (bgs). USACE�s traditional means of evaluating the occurrence of brackish groundwater is based on periodic geophysical logging of monitoring wells. A geophysical monitoring program adjacent to the Herbert Hoover Dike seepage cutoff wall is ongoing, as required by the State of Florida. Geophysical logging of 39 monitor wells provides depths of brackish groundwater at discrete points along the 100-mile circumference of Lake Okeechobee. This approach is appropriate for a large geographic area but does not provide the spatial resolution to define subsurface conditions beneath a much smaller footprint (12,000 acres, 17-mile periphery) at the EAA A-2 reservoir. Data acquired using the AgTEM system will result in a detailed characterization of hydrogeologic conditions to depths of up to 300 ft bgs. This data will be critically important for the development of a long-term groundwater monitoring program, and characterization of brackish groundwater for subsequent groundwater flow model development efforts. The AgTEM system is available in the CONUS only through Collier Geophysics, LLC (590 E South Loop Stephenville, TX 76401). Collier Geophysics, LLC has a three-year exclusivity agreement with Groundwater Imaging to be the sole provider of the technology in the CONUS. All Sub-licensees will be subject to the terms and conditions of this agreement. Collier Geophysics, LLC has significant specific geophysical and system knowledge that is required for properly operating and interpreting that data collected by the AgTEM system and its implications for the project area. In consideration of the above, Collier Geophysics, LLC is uniquely qualified for the award of the new USACE-SAJ contract to collect subsurface resistivity data at the EAA A-2 Reservoir. This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than 12 May 2021 C.O.B. Responses should be sent to sherelle.n.barber@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
