- ������������������������������������������������ SOLE SOURCE INTENT NOTICE Implementation of Machine Vision for Indent Nonconformance Detection in Concrete Rail Tie Wire Production The Federal Railroad Administration (FRA), Washington, DC, intends to award a sole-source Cost Reimbursement - No Fee contract to Kansas State University (KSU) for research on �Implementation of Machine Vision for Indent Nonconformance Detection in Concrete Rail Tie Wire Production�. This proposed contract action, for which the Government intends to solicit only one source under authority of FAR 6.302-1, is for research involving the implementation of a non-contact wire indent scanner in the day-to-day operation at a prestressing wire manufacturing facility to detect nonconforming wire. �The device uses machine vision to compare individual wire indents to a reference standard and detect outliers which can lead to aberrations in bond quality and possible increases in pretensioned concrete tie splitting propensity.� Prior research has established a critical relationship between wire indent geometry and concrete tie prestressing transfer length and bursting propensity. �The ability to implement this quality control method directly at the wire manufacturing facility will greatly reduce the risk of nonconforming wire and thereby improve the safety of the built track system. �The project is a continuation of concrete crosstie research and development begun under DTFR53-11-C-00020 (Kansas State University) and continued under DTFR53-15-C-00006 (Kansas State University). Specifically, the wire indent scanning technology was developed by KSU during prior FRA contract work.� FRA has published Research Results highlighting this technology (https://www.fra.dot.gov/eLib/details/L19851) and KSU and FRA have worked directly with the industry to incorporate performance-based qualification testing recommendations utilizing this technology (AREMA Chapter 30). The expected outcomes of this project include a technical report for publication and, more significantly, an effective technology transfer to industry. This notice�is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. �Respondents must provide a detailed capability statement. �Oral communications are not acceptable in response to this notice. �Interested parties with the capability of meeting the proposed requirement described herein are requested to provide an e-mail to the FRA point of contact, Mr. Isaac Rosier, Jr., (isaac.rosier@dot.gov) no later than 4:00 p.m. EST on Tuesday, 05/11/2021. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. �A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
