- Description
- This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 1033007 6PIADC is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 (March 2021). This is a total small business set-aside and the associated North American NAICS code is 541380 Testing Laboratory �and small business size standard is Classification is 16.5 million dollars. The line item will be 3 deliveries within 12 months ARO. The contractor shall provide : Immortalized pool of swine macrophages will be delivered approximately every 4 months on dry ice 20 individual clones and estimated growth rate of immortalized swine macrophages 3 vials (106 cell/vial) for each clone will be delivered on dry ice Growth conditions will be provided including instructions for media requirements, freezing, splitting of cells Ideally a non-fluorescent marker will be used for selection of immortalized swine macrophages Optimally immortalization will be done using methods already acceptable or favorable for vaccine production, with vendor provided documentation of favorability of these methods.�� The period of performance shall be �three deliveries within 12 months of ARO. ����� �The Place of performance shall be: ��TBD The provision at�52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. No addenda applies. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. ������The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: best value based on price and non-price factors Offerors shall include a completed copy of the provision at�52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.� Prospective vendors shall complete electronic annual representations and certifications, and shall be registered in the System for Award Management database at http://www.beta.sam.gov at the time of submittal of quote. The clause at�52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition including any addenda to the clause. The clause at�52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. The contractor shall carry out the services as per attached SOW in a timely and acceptable manner. Interested contractors shall submit their quotes by May 3, 2021, at 10:00 a.m to althea.paul@usda.gov and dreux.johnson@usda.gov. All questions shall be submitted by email to althea.paul@usda.gov by or before April 27, 2021. Telephone inquiries will not be accepted. The government may award up to six Firm Fixed Price contracts in May 2021 to the offerors with the best value to the Government. All responsive quotes should include: Growth conditions shall be provided including instructions for media ��� �requirements, freezing, splitting of cells Antibiotic selection and methodology of transduced cells including the sequence �� ����������� of any insertion cassette, and a description of where the insertion cassette was ����������� inserted. ����� c)� ��Confirmation of transgene expression by RT-PCR or equivalent method ����� d)� ��Mythology of amplification of selected clones and cryopreservation ����� e)� ��Viability test after cryopreservation f)� ��The Contractor shall guarantee that the immortalized cells are able to be passed 20 � ������ times after the government receives them g) ���Price inclusive of shipping charges and FOB destination.
