- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC) and The National Institute for Occupational Safety and Health (NIOSH)/World Trade Center Health Program, in Atlanta, GA, hereby announces intent to solicit and enter into a contract with Logistics Health, Inc., in accordance with FAR Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 3304(a)(1). The acquisition is a bridge/transition contract between the current National Provider Network (NPN) contract and the upcoming new NPN vendor, including a potential transition to a new NPN vendor through a competitive solicitation.� Due to the complex nature of healthcare delivery, necessary continuity of services for the nearly 40,000 members served by the NPN, and systems transitions in the healthcare field, a transition period of 6 months is required.� Only the current vendor is capable of providing these services.�� There are no other vendors with existing systems and processes in place that would be able to seamlessly continue to provide the services. CDC is currently competing the next award during this time.� To overcome restrictions at the end of the next contract, CDC will include a transition period in this contract and award future contracts with ample transition time to avoid a need for a sole source bridge contract in the future.� This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within fourteen�(14) days of this posting, in accordance with FAR 5.203 (A)(1). If no affirmative responses are received within fourteen (14) days, negotiations will be conducted�and a contract will be issued without any additional notices being posted. No solicitation is available.� Firms that believe they can meet the requirement are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Specialist�by May 6, 2021 at 1:00 p.m.� All information received within 14 days of publication of this synopsis will be considered by the Government to determine if�more than one firm can meet the Government's requirements and is capable of providing technically acceptable services. �Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government/Contracting Officer.� Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. �Any questions or comments should be directed via e-mail ONLY to Marie Bartkevicius at vgj6@cdc.gov.
