Description
The Millennium Challenge Corporation (MCC), a federal government corporation, is seeking two (2) Anti-Fraud and Corruption (AFC) Advisors to support the continuing implementation of the MCC AFC Policy.� These Senior AFC Advisors would report to the Senior Director for Anti-Fraud and Corruption (AFC), who reports directly to MCC�s Deputy General Counsel. Individuals and companies are welcome to submit quotations. The selectee shall provide senior-level AFC training and technical support on AFC issues related to MCC staff and compact operations, primarily during compact implementation but also during compact development, as well as during the development and implementation of Threshold Programs. These tasks include training for MCC and counterpart staff, advising MCC country partners and MCC staff, and developing and updating AFC materials and approaches to reflect current good practices. In addition, the Contractor may be asked to contribute to AFC-related tasks that are not country-specific. The Offeror may provide a quote for the a) Senior Anti-Fraud and Corruption Advisor #1, b) Senior Anti-Fraud and Corruption Advisor #2, or c) both Advisors. The estimated annual number of hours for Advisor #1 is 384 hours and 196 hours for Advisor #2. MCC intends to have two Senior AFC Advisors to allow for flexibility in case there are constraints on availability, or potential conflicts of interest with specific countries, for either of the Senior AFC Advisors, as well as to make use of particular strengths or experiences that one of the Senior AFC Advisors may have in a particular country or region. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. The Millennium Challenge Corporation (MCC) is a U.S. Government corporation that works with developing countries to promote sustainable economic growth to reduce poverty. Since its establishment in 2004, MCC has deployed more than $10 billion in development grants through compact and threshold programs across 40+ countries. For more information on MCC, please visit www.mcc.gov. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. (i) The solicitation number is 95332421Q0039 and is issued as a request for quotations (RFQ). (ii) The solicitation document (attached in full to this announcement) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 (effective March 10, 2021). (iii) This solicitation is not a set aside and is being conducted as a full and open competition. (iv) The following evaluation criteria are hereby included in paragraph (a) of provision 52.212-2, Evaluation -- Commercial Items: Technical Capability Sub-Factor 1: Staffing Mandatory and Desirable Qualifications Sub-Factor 2 � Writing Sample B. Past Performance C. Price Technical staffing and past performance, when combined, are more important than price. (v) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition. (vi) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices.
