- 26 APR 2021 edit: NGA previously posted that we would start processing FCLs for interested parties who intended to submit a Prime proposal on the CLOVER Acquisition.� After exhausting all resources we are unable to complete these sponsorship packages at this time.� Recent changes to rules and regulations prevent us from completing the paperwork at this time. As an update to the instructions released in the draft RFP, NGA intends to provide the following guidance, which will also be updated in the Final RFP. For Small Business Prime Offerors, the Small Business Prime must be granted and hold an FCL at time of award.� For Joint Ventures, either MP-JVs, all small JVs, or any other type of JV; the Joint Venture itself or the Small Business Managing Partner must be granted and hold an FCL at time of award.� Per 13 CFR part � 121.103(h)(4), NGA has determined that the Small Business Partner will perform the necessary security work and thus must hold the FCL, not any individual non-managing Partner.If at time of award, any selected Offeror does not hold an FCL, NGA will then sponsor the FCL of that Offeror.� In this event all awards will be held until all Potential Awardees have completed the FCL process.� If an Offeror is unable to gain the FCL at this time, then that Offeror will be determined to be un-awardable and will be removed from the Awardee Pool. -- 25 MAR 2021 edit:� See attached Questions and Answers, batch 3 release, attached as �Clover DraftRFP_Q-A_Rd3release_24MAR.xlsx�. Please continue to follow the opportunity here and on the ARC. -- 5 FEB 2021 edit: Guidance regarding Facility Clearance requirements (FCLs) provided below, with response deadline for NGA sponsorship assistance. **If you are a small business and/or Joint Venture (JV) who needs a Facility Clearance (FCL) sponsorship in order to propose as a Prime offeror against the CLOVER opportunity, submit a PDF self-certification on Company or Joint Venture letterhead, respectively, to CloverPMO@nga.mil. This certification must include the following details: Sentence identifying your JV and comprising partners, or your small business intending to Prime Statement certifying you intend to propose against CLOVER as a prime vendor or as a JV CAGE code and DUNS number of your registered JV, where applicable � or, of your small business Prime Signatures from all partners comprising your JV, where applicable � or your small business Prime leadership Upon receipt of your complete self-certification letter, the Clover PMO will work with the Small Business office and DCSA to sponsor your needed FCL. Be aware that award of an FCL can take 4-6 months on average. With NGA�s support to interested small businesses in meeting this FCL requirement, the CLOVER procurement will require a final FCL for Primes and JVs in order to make award to an IDIQ offeror selected for award. It is recommended that you start compiling the required paperwork to submit to DCSA to assist in the timely facilitation of your FCL. During the virtual presentation, NGA will describe how to submit a complete and accurate proposal. �NGA seeks to help attendees become familiar with the overall bidding process, and will highlight elements specific to the Clover Program Request for Proposal.� The overall goal is to make the bidding process as seamless and transparent as possible, with the aim to empower vendors with the information they need to be successful.� Vendors may submit questions both during and after the presentation, and NGA will answer several questions at the end of Industry Day.� Questions, comments and recommendations after industry day will be due by Noon, February 2, 2021 to CloverPMO@nga.mil. To meet the NGA mission, the Clover Program will replace the Emerald Program and procure services to support the NGA mission.� The contract will be a Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) Contract, as identified under Federal Acquisition Regulation (FAR) 16.504. As a member of the U.S. Intelligence Community (IC) and a Department of Defense (DoD) Combat Support Agency, NGA produces timely, relevant and accurate Geospatial Intelligence (GEOINT) to help all levels of users meet their strategic and operational needs in support of national security objectives.
