FOR INFORMATION ONLY: This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming.� All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing via email to Ms. Paano at the email indicated above. WORK SUMMARY:�� The work includes drilling and installation of six water stops and incidental related work. In general, the contractor shall complete precision angle drilling within precise tolerances to inject a hydrophilic sealant into the upstream spillway monoliths at four locations in the overflow section and one location on the non-overflow section. Four water stops are located at spillway monoliths joints 11/12, 15/16, 17/18, and 18/19 and shall be installed from the ogee. Drilling from the spillway roadway is not allowed. The spillway ogee crest is at elevation 901.5 feet (NGVD29). Normal reservoir elevations range from 950 to 956 feet (NGVD29). Work on the spillway ogee will require special construction access and a drilling platform. All work on the spillway will occur in non-spill season. One water stop is located at a non-overflow monolith joint 27/28. One water stop is located at a closure monolith joint C2/3. All work at the non-overflow and closure monoliths shall be completed from the roadway and during spill season. Period of performance is expected to be 18 months. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The resulting contract will be firm-fixed-price. Solicitation number W912DW21R0027 will be posted to the beta.sam.gov website on or about 11 May 2021. The solicitation will be a Request for Proposals.� Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date.� See the solicitation for details about proposal submission.� The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $39,500,000 in average annual receipts.� The solicitation will be issued as a 100% Small Business Set-Aside. A site visit may be offered within approximately 2 weeks after the solicitation is made available via beta.sam.gov.� Refer to the solicitation for details regarding the site visit. A site visit can only occur if approved by the Operating Project Manager. �If held, participation will likely be restricted to a principal and one key sub principal.�� �The solicitation documents for this requirement will be issued in electronic format only and will be made available online via the beta.sam website at www.beta.sam.gov under the subject solicitation number.� NO CD's OR HARD COPIES WILL BE AVAILABLE. Non U.S. Citizens wishing to attend the site visit must complete the Request for Visitation Authority (included in this announcement as an attachment) form and submit it with the required documents as soon as possible but no later than noon Pacific Time on 11 May 2021 so it can be processed by USACE Security.
